Pursuant to Butte County Code (BCC) Section 41-2, we sent you a courtesy notice dated November 25, 1996 notifying you that you are in violation of the BCC at the above -referenced location. As of this date, the following violations still exist: Failure to obtain the required permits, inspections and approvals from this office for construction of a single family residence in violation of the provision of the 1994 Uniform Building Code and Sections 17922 and 18941.5 of the California Health and Safety Codes as follows: (a) Section 106.1 Permits Required (b) Section 108.1 Inspections Required (c) Section 108.4 Inspection Approval Required Before Use or Occupancy The above violations) shall be corrected or abated by you by submitting three (3) complete sets of plans, applying for the required permits, and paying the appropriate fees, including penalties. After permit issuance and field authorization to proceed, the work must be completed and approved by this office within the permit specified time. This is your final warning. Unless you contact this office and make the proper arrangements to correct or abate the violation(s) voluntarily, within ten 10 days from the date of this letter, enforcement shall be pursued through the issuance of a citation (ordering you to appear in court) for said violation(s) and for failing to comply with this warning letter. Upon conviction of said violation(s) or of failing to comply with this letter, the court shall impose penalties (fines) and a Notice of Violation shall be recorded in accordance with Butte County Code Section 41-7. The Notice of Violation shall include a description of the premises the violation concerns, a description of the violation, the date of your conviction and the action necessary to correct or abate the violation(s). Many months,ago, Mr. Vanhart from the Health Department and I discussed with Mr. Stalcup his proposal and had advised him to continue living in the existing building and to construct a new one behind the existing and then tear down the existing. The reasons for these recommendations were as follows: 1. The existing dwelling had no sanitation facilities and he could not install the proper systems as the remainder of this property was uphill. 2. The existing dwelling was substandard and should be torn down. 3. The proposed additions would exceed 5e% of present evaluations which would require reconstructionfithe existing building to present building requirements which would not be'fea sible or practical. On July 17, 1969, Mr. Vankart and I returned to the property, as we had received information indicating he had construction under progress, and we found that he had gone ahead anyway. It does not appear to us that there is any way that his existing building or additions can be made tc conform to County requirements and that a sanitation system could not be installed. Would you send, him a letter and request that he meet with us in your office to explain this matter more fully with him and to properly advise him concerning the alternatives which face him.
