RE: Rehabilitation Inspection - 2710 Greenville Street,
Oroville, CA - AP# 035-168-010-0
Dear Ms. Parrish:
On March 15, 1989, an inspection was made of the above listed
dwelling unit. The inspection was made as part of the.
Rehabilitation Project currently underway in the E1 Medio area
south of Oroville.
The dwelling is a one story, wood frame structure, with wood
siding, composition shingle roof, and concrete perimeter
foundation. The house is served by community sewer and water,
and natural gas and electricity.
The house is a collection of additions, with extensive wood to
ground contact. Siding exhibits weathering and damage. Roof
eaves and rafter tails show deterioration,.and roof deflections
indicate roof support failures. The dwelling lacks underfloor
crawlspace and ventilation, and under -roof ventilation is
inadequate.
The house flooring is weak and deflecting in living room and
front bedroom. Sheet rock is sagging and falling down in several
areas. Electrical wiring is unsafe with unprotected wiring
inside and out. There are cover plates missing on switches and
receptacles. Water heater compartment lacks adequate combustion
air vents. There is no heating facility in the house. Front
step risers are unequal heights, (Front porch roof supports are
inadequate.
In order to rehabilitate the dwelling under this program, the
following will be required:
1- Complete repairs and corrections as listed in work writeup
dated December 8, 1988 for Eva Parrish. (Attached)

2. Elevate house, provide adequate under floor support by
adding piers and girders as required and replacing all
damaged materials. Remove and replace all damaged or
deteriorated floor joists, sub -floor and floor coverings.
Provide adequate wood to ground clearance, underfloor
ventilation and crawl space.
3. Strip walls to frame. Replace damaged or deteriorated
materials in walls and ceilings, and make all exterior walls
weathertight. Add bracing and studding as necessary.
Insulate walls to R-11 standards.
4. Provide an adequate roof support system by adding rafters,
ceiling joists and bracing as required. Remove and replace
all damaged or deteriorated materials. Insulate ceilings to
R-19 standards.
5. Remove and replace roof covering replacing all damaged or
deteriorated sheathing and provide adequate ventilation.
Rebuild front porch roof.
6. Front room addition shall be stripped to frame and rebuilt,
.replacing all damaged or deteriorated materials.
7. Clean up electric service, eliminate deteriorated or damaged
wiring, outlet boxes and fittings; unprotected.wiring; open
or exposed splices.
8. Verify plumbing fixtures are properly trapped and vented.
9. Provide a properly installed heating facility with vent
.flue, separation from combustibles, and adequate to heat the
dwelling.
.10. Replace weatherbeaten, deteriorated siding.
11. Provide equal risers and runs for front door steps.
12. Provide combustion air for water heater.

The following items, although not required, are strongly
recommended to effectively prolong the useful life of the
dwelling and/or .to make the dwelling more habitable.
1. Provide a new cooling system.
Most of the items listed will require permits and inspections by
the Butte County Department of Public Works. Permits may be
obtained at 7 County Center Drive, Oro*ville, CA 95965.

All repairs, reconstruction, replacement or patching shall be
completed to the extent necessary to result in a finished
product. This may require tile, shingles, wallboard, paints,
vents or whatever is necessary to accomplish the desired finished
product.
