The inspection was made as part of the rehabilitation program currently underway in the E1 Medio area south of Oroville. The dwelling is a one story, wood frame structure, with asbestos cement shingle exterior, and badly deteriorated composition shingle roof. There is no perimeter foundation, and there is ground to wood contact under the house. Floors are in poor condition. There is exposed unprotected wiring, open splices, and extension cords evident inside and outside the dwelling.''" Plumbing fixtures lack adequate vents. Windows are not openable. Stairs between house and utility porch are in poor condition and have improper risers. Water heater lacks a discharge line on'the temperature -pressure relief valve. There is no handle on gas shut-off valve on water heater, flue appears to be in poor condition. House is served by natural gas, electricity, community water, and sewer. In order to rehabilitate the dwelling under this program, the following items will be required: 1. Contact the North Burbank Public -Utility District, 1960 Elgin, Oroville, and verify that the house sewer lateral is in good condition, and acceptable to the District. Replace if defective. 2. Complete repairs and corrections as listed in the work write-up for Maude Turnbull, attached. Ceiling heights appear adequate and should not require elevation. Provide an adequate under floor support system by adding piers and girders as required and replacing all damaged materials. Remove and replace all damaged or deteriorated floor joists, sub -floor and floor covering. Provide adequate under floor ventilation and crawl space. 4. Make all windows and doors openable and weathertight. 5. Cleanup electrical service. Remove- and replace existing deteriorated or damaged wiring, extension cords, outlet boxes and fittings, unprotected wiring, open or exposed splices. Remove all wiring to outlying sheds and trailers. - 6. Provide effective traps and vents for plumbing fixtures. 1 7. Provide handle on gas shut-off valve on water heater. Verify that water heater flue is a proper installation. 8. Provide a smoke detector. 9. Replace stairs between house and utility room with proper installation with proper risers and treads. 10. Remove sheds, deteriorated campers and trailers from rear yard. The following although not required, are strongly recommended to effectively prolong the useful life of the dwelling and/or to make the dwelling more habitable: 1. Provide a concrete perimeter foundation. 2. Provide a new cooling system. 3. Provide new siding. Please note: Exterior wall surfaces appear to be covered with asbestos - cement shingles. Due to asbestos hazard these shingles shall not be cut or removed unless handled by a licensed asbestos removal contractor. Workers shall be warned of potential hazard, and appropriate protective clothing and respirators be utilized when working with the shingles. All`repairs, reconstruction, replacement or patching shall be completed to the extent necessary to result in a finished product.
