Dear Mr. Lindsay:
At the regular meeting of the Butte County Planning Commission held December 12,
1991, your request for a Use Permit to allow a permanent second dwelling as housing
for the elderly pursuant to Butte County Code Section 24-202 on property zoned R -N
located on the south side of Parks Street, approximately 150 feet east of Baggett-
Marysville Road, Oroville, was approved subject to the following conditions:
1. The second dwelling unit shall connect to public sewer and water.
2. The driveway shall be constructed to meet the standards of the Butte County
Public Works Department.
3. The second unit shall be occupied by at least one adult person at or above the
. age of 62 and said second unit shall contain no more than 1,200 square feet.
4. The applicant shall remove the two storage structures prior to the issuance of
building permits.
5. The applicant shall remove the existing mobile .home within 30 days after the new
mobile unit is installed and signed off by the Building Department.
6. Prior to the occupancy of the second unit the applicant shall provide a notarized
affidavit that the person to reside in the said unit is of the age of 62 years or
older.
7. The applicant shall provide to the Planning Department an annual statement,
concurrent with the original date of approval, identifying the occupants of the
second unit and proof of their age(s).

Dear Mr. Lindsay:
1935 B Parks,
I visited.the above listed property on April 22, 1988, and the trailer
appeared to be vacated. On May 4, and 11 I again checked the site and
the mobilehome is definitely vacated.
Mr. Gordon has removed most of the carport and all of the garbage and
refuse. I was able to observe under the mobilehome and it appears
that supporting piers and blocks are in poor condition. Waste drain
plumbing from bathroom was leaking under the trailer. The ramada roof
is resting on the trailer roof due to failure to supporting posts.
Due to conditions in the mobilehome, i.e. floor damage, modification
of plumbing, wiring problems, etc. I think removal of the mobilehome
would be more cost efficient than attempting to repair it.
The room addition on the east side of the mobile appears to be fairly
well constructed on its southern portion. The northern portion
(enclosed porch) is not well constructed and should be removed.
As to why you must contact the Department of Housing and Community
Development, Division of Codes and Standards; the California
Administrative Code, Title 25, states that all work, modifications,
etc. in a mobilehome must have permits and inspections from the
Division of Codes and Standards. The local building department only
has regulatory control over additions, decks, stairs, and electrical
plumbing, and utility connections outside the coach..
I advised Mr. Gordon of my recommendations.

1. Failure to comply with the conditions- specified herein as the basis. for
approval of application and issuance of Permit, constitutes cause for the
revocation of said permit in accordance with the procedures set forth in the
Butte County Zoning Ordinance, including Butte County Code Sec. 24-62.
2. Unless otherwise provided for in a special condition to this use permit, all
conditions must be completed by the Permittee within 12 months -of the
delivery of the countersigned permit to' the Permittee.
3. If any use for which a use permit has been granted is not established within
one year of the date of receipt of the countersigned permit by the
Permittee, the permit shall become null and void and reapplication and a
new permit shall be required to establish the use. .
4. The terms and conditions of this permit shall run with the land and shall be
binding upon and be to the benefit of the heirs, legal representatives, successors,
and assigns of the Permittee.

Dear Mr. Lindsay:
This department received a complaint alleging health 'and safety
hazards in a mobilehome at the above listed location. The Butte
county Assessor's records indicate you are the owner of the
property.
On April 13, 1988, I visited the property and the occupant of the
mobilehome gave me permission to inspect her rental. The following
conditions were observed which are in violation of the Butte County
Code, Chapter 19, Section 19-4 Unlawful Sewage Disposal Methods,
California Administrative Code, Title 25, Chapter 2, Subchapter 1,
Section 1496, 1502, 1504, 1640 (a), (b), (e), (f), and .1704 (a),
(b)(4), (c)(2), (e)(3), (f), (g)(3), (h)(1), and'(j); and which pose
health or safety hazards to the tenants, and render the mobilehome
substandard.
Laundry waste water is being deposited on the ground in the
c� laundry room.
2. Front porch floor is unsafe, porch stairs are unsafe and both
lack adequate handrails.
3. Mobilehome lacks any heating facility.
4. Floor .is damaged in bathroom and in kitchen in front -of .sink.
5. Electric wiring is inadequate to carry loads, with frequent
blowing of fuses and appliance malfunctions.
6. Water heater is installed outside of mobilehome, enclosure is
not weathertight, and presents fire hazard. Water heater lacks
proper flue, temperature -pressure relief valve and discharge
line.

7. Roof leaks in mobilehome over living room by inlet for cooler.
8. Wiring serving laundry shed has open splices, unprotected
wiring, extension cord wired*into:circuit.
9. There were no records of permits for the mobilehome
installation, ramada or decks found:in?the Public Works files., ..
These conditions shall be corrected-.as.follows,.* and within THIRTY
(30) DAYS from receipt of this notice.; -Obtain all required permits
from the Butte County Department oftPublic Works, •7 County •Center
Drive, Oroville, Ca; and for'the mobilehome from:the Department of
Housing and Community Development, .Division of�Codes and Standards, -
Northern Area Office, 6007 Folsom'Boulevard, Sacramento, CA 95819,
(916) 445-0135, prior to making repairs.
1. Confine all laundry waste -through properly trapped and vented
plumbing to the public sewer. -
2. Repair or replace front porch floors and stairs, providing
proper support, flooring, and equal rise and runs on stairs.
Provide proper handrails on both.
3. Provide a mobilehome approved heating facility.
4. Repair or replace damaged floors in bathroom and kitchen.
5. Provide adequate wiring and fixtures to carry all anticipated
loads.
6. Provide a proper installation for the water heater, with
approved enclosure, proper flue, combustion air, temperature -
pressure relief valve and discharge line.
7. Repair or replace leaking roof, eliminating all leaks.
Eliminate open splices in'wiring into laundry room. Provide
�iyPw protection for all unprotected wiring. Remove extension cord
wiring.
9. Provide proof of permits for mobilehome installation, ramada and
decks.
A reinspection will be made. Due to conditions observed, and
safety, fire and electrical hazards the mobilehome should be vacated
at once, and remain vacant until all repairs are made.
Failure to comply with this notice will result in the Franchise Tax
Board being advised of your noncompliance. You will then be
