In order to renew action on an application after expiration, a new application, plans and fees will be required. REQUEST FOR FEE REFUNDS Refunds can only be made upon written request by the person who paid the fee. The request must be made within two years from the date of fee payment on permits not issued, and two years from the date of permit issuance for permits issued; however, on issued permits refunds can only be made if no construction work has been done. In many circumstances construction work may have been completed without permits and inspections, and it may be difficult or impossible to determine whether or not this is the case. This precludes the Building Division from making any guarantee or warranty as to the condition or general overall compliance of the structure in question. Local tax appraisal and Building Division records may both be utilized for further parcel record information. I have attached a copy of the cover of the building permit file for A.P. # 035-221-033, or 4755 Virginia Avenue, in Chico. As you can see, we have records of only one building permit, which indicates that a permit was obtained for a gas meter in 1984. This would usually indicate that the duplex was in existence prior to 1984, but we cannot determine how long based on our records. For an investigative fee of $46.00 per hour (1/2 hour minimum), a written chronological record of building permit, code violation, and enforcement activities on a given parcel may be obtained. This does not include any field inspection time, is informational only, and does not act as a guarantee or warranty of the current condition of the existing structures.
