for the additional property subject to four conditions which apparently have not
been met.

Government Code of the State of California, this is to inform
you that the North Burbank Public Utility.District intends to
sell certain surplus property of the District which property is
no longer.necessary for District purposes. The property in
question comprises a narrow strip of property which had origin-
ally been acquired by the District for -purposes of installation
of a sanitary sewer.system.- The property is described more
fully on the attached plat map.
While, in our view, the dimensions of the property render it
unacceptable for purposes of open space or park planning, this
notification is being sent.to you pursuant to the provisions of
Section 54222 of the Government Code.' Your notification of
intent to enter into the negotiations to purchase the property
should be received no later than 60 days from the date of this
letter. If you are not interested, I would appreciate your
expeditious response, to permit disposal of the property.

Dear Raoul:
We are in receipt of your letter dated September 14, 1983, and
appreciate its clear and concise explanation of Mr. Dirks problem.
The District's Board of Directors has consistently responded
favorably to.past requests from other property owners within
the District'having situations similar to that of Mr. Dirks.
On that basis I feel confident.that we can reasonably expect
that they would be in favor of granting necessary easements,
and even of selling that portion of the subject parcel lying
southerly and contiguous to Mr..DirksI parcel. I can also
assure you that I would encourage them to do so. However, a
decision by the Board in this regard will not be available
until their next regular meeting, October 12, 1983.
Assuming that our Board of Directors would look favorably upon
a property transfer as suggested'in your letter,.the County of
Butte would require that a Boundary Line Modification be accom-
plished as part of the transaction. This would involve an
application to them for same bearing the signature of bothland.

of $99.00. Obviously, responsibility for all necessary process-
ing and document preparation, fees, and title and recording costs
would have'to be borne by Mr. Dirks.
Please advise us by October 3, 1983, if you wish this matter

INSPECTION REPORT ON DIRK DWELLING - 4990 Lincoln Blvd., Oroville 2/10/77
A reinspection of this dwelling was made by Lynn Vanhart of the Health Department and
myself after the structural frame was exposed. The following is a list of items which
must be done to make the building safe and livable:
1. Remove and replace any dry -rotted and/or deteriorated material'throughout'the
building.
2. On east side of building, provide adequate pier supports along exterior wall.
3. On south side of,building, provide adequate foundation plate, provide continu-
ous studs, and jack up building as necessary.
4. Provide proper headers over door and window openings.
5. Secure building plate to foundation by ';shot" anchors wherever possible.
6. Provide porch and.stairway to back door. r
7. Brace roof rafters to pick up•overspans.
8. Provide adequate pier and girder support under the building.
9. Provide new exterior siding, roofing and roof sheathing, and make building
weathertite.
10. Make all windows operable or replace.
11. Provide a new electric service and completely rewire the building.
12. Replumb all fixtures,. including connection to the sewer and venting.
13. Provide an adequate heating system.,
14. Install water heater per code -including proper vent, temperature & pressure .
relief valve with drain to outside, and relocation of gas connector.
15. .Provide reasonably level floors throughout the house. The living room, kitchen,
and bedroom floors must be checked for structural,and deterioration problems
must be repaired as necessary.
16. Provide new wallboard or patch existing on all walls and ceilings and paint.
17. Provide adequate underfloor and -attic vents.
18. Provide insulation in walls and ceilings.
19. Provide smoke detector.
If, during the course of rehabilitation, any portion of a wall, ceiling, floor, roof,
or fixture is disturbed, it shall be repaired or patched to the extent necessary to
result in a finished product.' This may result.in tile, linoleum, shingles, vents,
paint, or whatever is necessary to accomplish the desired finished product.
This list is intended to be done under Permit 6`53077 and prior to occupancy of the
dwelling.

A reinspection of this duelling was made by Lynn Vanhart of the Health Department and
myself after the structural frame was exposed. The following is a list of items which
must be done to make the building safe:and livable:
1. ' Remove and replace any dry -rotted and/or deteriorated material throughout the
building.
2. `On•a'st side of building, provide adequate pier supporta along exterior wall.
3. On south side of building, provide adequate fouadation plate, provide contiau--
oua studs, and'jack up building as necessary.
4. Provide proper headers -over door and window openings.
5. Secure building plate to foundation by "shot" anchors wherever possible.,
6. Provide porch and•.stairway to back door.
7. Brace roof rafters,to pick up overspend.
8. Provide adequate pier and girder support under the building.
9. Provide new exterior siding,.roofing and roof sheathing, and make building
weathertite.-'
10. Dake all Oindows operable or replace:
11. 'Provide a new electric service and completely rew4re the'buildiiag.
12. Replumb all fixtures, including, connect ion to the sewer,and venting.
13. Provide-anadequate heating system. `
14. Install water heater per code.including proper vent, temperature & pressure

15. Provide reasonably level floors throughout the house. The living roorm, kitchen,
and bedroom floors must be checked for structural,and deterioration problemns.

paint, or whatever is necessary to accomplish the desired finished product. ;

With reference to the above subject and your proposal to renovate this building, it
does not appear feasible to do the work you propose. The, building is in a -dilapidated
and deteriorated condition, has inadequate foundations, inadequate plumbing, hazardous
electrical wiring, is not weathertight, and has many structural conditions which need`
correction. •If you propose to proceed; the following is a list of the known Items that
must be done or corrected:
1. Submit three (3) complete sets of plans showing all structural details,
floor plan, and all other appropriate items`,as.marked An red on the
attached plans being returned to you with this letter, and apply for
the required permits and•pay•the.appropriate fees. '-
2. The building must be completely rewired -including a new electric service.
3. The restroom must be replumbed,i reconstructed;:to present standards, and -
conform with Uniform Building Code Section 1711 for floor'.and wall pro-

With reference to the above subject and the,additional inspection made
with.you on April,10, 1975,,this office and the'Health.Department'have
determined that both the dwelling and the commercial building on this..
property are unsafe and substandard.
These buildings must be vacated immediately with all utilities,discon-
nected-and must either be,demolished or reconstructed to -meet minimum
public health and safety requirements.
The following items were the major contributing factors on which we,
based. the above decision:
1. Inadequate foundation:
2. General structural conditions are dilapidated; deteriorated
and inadequate (including roof, floor and.wall construction).
3. Buildings are not weathertight.
4. The electrical systems are hazardous and inadequate.

Dear Mr. Edwards:
Based upon public complaints and a request by the El Medio Fire
Protection District; this office together with representatives from
the El Medio Fire Protection District and Butte County Health'Depart-
.ment made an inspection of the.premises on March 31, 1975.
.The inspection revealed that the.re'sidence to the rear and the Flea
Market building do not meet the minimum requirements'of the applicable
codes in,effect at this time. It also revealed that you have done and
are doing work without permits from this office.
In addition, there are immediate hazards in the Flea Market building -
which must be corrected or disconnected immediately. These items are
as follows:
1. �An unvented gas heater improperly installed.
2. Numerous electric panels, fixtures and receptacles exposed
to the public. (No covers exposed to physical contact)
3. There are numerous electrical splices, exposed wirings and
the like which constitute a fire hazard.

Due to the complexity of the problems and vast number of hazards
and violations throughout•the property, I suggest you have the
electrical and gas systems disconnected to these buildings and arrange
to meet with representatives of this office for a more detailed inspec-
tion of the premises and to determine your next course of action.
Should you fail to take immediate corrective action concerning hazards
numbered 1, 2, ,and 3 above,•this office will refer the matter to other
agencies for appropriate action. Please advise of yotr intentions
within ten (10) days of the date of this letter.
