The Butte County Assessor's records indicate .you are the owners of the property. On August 28, 1986, I visited the property and the tenant's daughter allowed me to inspect the dwelling unit. The following conditions were observed which are in violation of the Butte County Code, Chapter 19, Section 19-3, and 19-4 Unlawful Sewage Disposal Methods, and the California Health and Safety Code, Section 17920.3 (a)(1)(12)(13), (b)(2)(4), (d), (e), (f), (q)(2), and (j) and which pose health or safety hazards to the tenants and render this building Substandard. 1. Sewaqe is leaking from a broken or defective sewer line and accumulating under the dwelling. 2. The shower pan is.cracked and leaking in the bathroom. Shower enclosure is in poor repair. 3. There is a major roach infestation in the building as evidenced by live and dead roaches in kitchen cabinets and kitchen area. 4. Front porch is unsafe, with improper railings, damaged or deteriorated flooring, and loose unsafe stairs. 5. Rear bedroom wall has large broken area, kitchen ceiling is collapsing. Plumbing is leaking under house. 8. Tenants indicate there is a gas leak 'in the range which discharges gas -into the kitchen area. 9. Windows are broken in front and rear bedrooms. Frames are not weathertight. These conditions shall be corrected as follows, and within THIRTY (30) DAYS from receipt of this letter. Obtain all required permits from the Butte County Department of Public Works, 7 County Center Drive, Oroville, California, prior to making repairs. 1. Replace or repair the defective sewer plumbing under the house to eliminate all leaks*and to confine all sewage and waste water to the public sewer. Clean up spilled sewage under the house. Provide traps and vents as required. 2. Replace or repair cracked shower pan and eliminate -all leaks. Repair or replace shower enclosure so it is waterproof and cleanable. 3. Eradicate the roach infestation from the house. 4. Replace or repair the front porch. Provide adequate porch and stairs railings. Replace or repair broken and -deteriorated floor and supports, replace or repair stairs. 5. Repair broken wall in rear bedroom, repair sagging ceiling in kitchen and shower. 6. Eliminate all exposed, unprotected. wiring. Eliminate and/or replace loose fixture in kitchen. Cleanup wiring and fixtures. 7. Replace or repair all leaking plumbing. 8. Eliminate gas leak in range. 9. Replace all broken windows. Make windows and frames weathertight. A reinspection' will be made. Failure to comply will result in the Franchise -Tax Board being advised of your noncompliance. You will then be prevented from claiming state tax deductions for taxes, depreciation, amortization, or interest expenses connected with the property as lona_ as it remains substandard.
