To bring the road to capacity would require Ole construction, of 13 more subdivisions of the size and density of Valley View Subdivision. .At present there exists approximately 583 acres of land that could. be developed and whose future residents would use Oakvale Avenue as their, access route to Olive Highway. Of that area, only 294 acres (Area A) has access to pub:l.:,c, sewer facilities (involving extensive main sewer line extending and questionable economic feasibility). The remaining 289 acres (Area B) would require septic systems to accommodate development, thereby limit=ing parcel. size to 1 - 5 acres Based on these figures, it is estimated that if the entire remaining 583 acres were developed for residential purposes, Oakvale Avenue would experience an average traffic volume of 8862 ADT at its intersection with Olive Highway. To arrive at this value, the following assumptions were made;. 1) All land will ultimately be developed, including existing orchards and parcels whose owners have publicly guaranteed the opposite. 2) Development density - 2.67 dwell?ng units per acre (Area A) 3.0 acres ?,ger dwelling unit (Area B) 3) Traffic density 7 tr3:p ends (ADT) per dwelling unit 4) Current ADT - 1472' 5) ADT to be contributed by two currently proposed projects - 1160 Eased on the above assumptions, the estimated ultimate traffic volume for Oakvale Avenue is obviously over-est:imat'ed. However, even with the over -statement the cumulative effects of development will not bring traffic on Oakvale Avenue to a capacity situation, DRAINAGE As a part of the Drainage Study being prepared by Cook Associates for the County of Butte, te, the drainage basin in which Valley View Subdivision, will lie was analyzed with consideration to the drainage that basin will produce after the next 30 years of development occurs. Those projections are submitted at this time as they reflect, better- than any other, means of approximation, what the cumulative effect development in the Oakvale Avenue area will have on, drainage. After 30 years of development, downstream drainage structures (bridges) at Foothill Boulevard, Lower Wyandotte Road and Lincoln Boulevard will still be of sufficient capacity to handle those quantities of water generated by storms having recurrence rates of more than 10 years. During the school year there are substantial numbers of children who walk to school along Oakvale Avenue. It is important that at some point walkways be provided as more cars are brought in by development.. I consider it imperative that the printing facilities be sound proofed to the point that they would not be disruptive to any of the neighbors. Printing operations can generate large amounts of noise and 'trash.:An enclosed trash storage. area is necessary to keep the vicinity in a natural state, if it is not enclosed wildlife in the area could become exposed to harmful substances from the printing operation. If this development is approved what recourse does the community have if more than 20 people ,reside there and more than 30 per day use the facilities.Overcrawdin g must be avoided in the foothills due to their delicate nature. I have never heard of this group before, therefore I am afraid that my property value will be greatly reduced if this turns out to be a very radical group.. I am retired. My property value is my most single important asset. A marked reduction in it's value could have very negative aspects toward our retirement. I have never heard of any place the services of this church are being held. I have never observed many cars at the Olson's on Sunday, which would indicate services are being held there. Where do they have there services? I have attended both hearings so far and do not understand why a no prejudice ruling; was given in the first hearing. This Cafe is in our plans for Phase I, not Phase Il. (At first the Dormitory building was scheduled for a second phase). This Cafe is also mentioned on the next page, Appendix F 7b of 9, on page 'titled "DISCUSSIONS". The kitchen and dining facility is for the church and some students, already in plans of Phase I. 2. Page 3, Item 4, Solid Waste Collected-, °14.00 cubic feet ,per week"must be including other phases as first planned. We do not anticipate needing more than three average garbage cans per week at peak operation. 3. Page 5, Item 13, (computing values). Taxes are mentioned below, but no mention of possible Tax exemption, o- time for applying for same. 4. Page 15, Item 7, TRAFFIC, the estimate is for "150 trips per day" This figure ex- cepts Sunday traffic. The "Cafe" is apparently not a commercial food establishment for the general public, but a kitchen and dining facility for the people using the church and school. facility. Additional commercial traffic would therefore not be generated. 2. The reduced project scope also will reduce projected consump�ion of materials. Therefore, the current projection of waste generation is 15 cubic feet per week (3 cans @ 30 gallons each). The original figure of 400 cubic feet per, week was excessive even for a large church facility. (For comparison the Valley View Subdivision for nearby property was cal.culated�tosed generate 600 cubic feet per week total for 80 residences.) 3. Tax exemptions for the proposed facility are possible since the use will be a non-profit church. 4. Traffic estimates are difficult considering the uncertain fre- quency of visitor use. Nowever, since 50 parking spaces will, be provided, 't must be assumed that at least 100 vehicular trips per day will be sustained. 5. O.W.I.D. water service is readily available at this location. Additional, responses to points raised. 6. All declared the price too high then. 2. We believe the price stated in our ETR to be much, much more than the property could realize in the event of a bonafidebuyer. The application describes the project as follows: "Chapel, dorms and printing facility on 10.4 acres zoned A -R.'" The plot plan submitted shows one propos-1 wood -frame building of 5,000 sq. ft., 50 parking spaces and a gravel driveway, with the majority of the site not proposed ;for development., The living area in the building is intended for twelve (12) students. Facilities will be served by community water and sewer lines. The Church of the "New Name" was founded by Reverend, Benjamin D. Olsen and has been located, in Richmond since March '1963. The original site plaza submitted with the original February 1979 application. showed several additional buildings. An Environmental Impact Report was required and copies of the draft are available; Reverend Olsen's appeal of that requirement was denied by the Commission on; June 13, 1979• Although the EER had not been completed, a Commission hearing was held on the original proposal on .April 16, 1980 in order to comply with the ;review deadlines o:1; Government 'Code Section 65950 et. sec. Having no choice, the Commission denied. the ;project. After finishing the draft EIR,the applicant reapplied on May 6, 1980. Following a special public hearing on change of cir- cumstances concerning the previous denial, the Commission ruled that there was indeed a change of circumstances and that the new application could be accepted and heard. The site and surrounding foothill oak --woodland area are d:asignated as Low Density Residential_ (1-4 units per acre) on the General. Plan map. Some single --family development along North Burbank's sewer line reflects that planned density but most of the area is occupied by orchards and residences at rural densities.
