OF CALIFORNIA, LYING BETWEEN BLOCKS_28 AND 30
The public hearing on the Ralph D. Drown proposed abandonment
of that portion of V-4 Road, a. shown on the map of Villa Verona recorded
January 11, 1889 on Wall Map #12, County of Butte, State of California,
lying between Blocks 28 and 30 was held as advertised.
.Bettye Blair, planning director, set out the background of
the proposed abandonment. This is a request of abandoftment of a county
,road. North Burbank Utility District has asked that they be allowed
to retain easement rights.
Hearing open to the public. Appearing, Ralph Drown. Mr.
Drown staged that he was requesting the abandonment of the road. He had r
been informed by the Assessor's Office that this had been abandoned.
In the sumciier of 1977 he fenced the property including the right-of-way.
Mr. Drown initiated the abandonment upon finding that the road had not
'been abandoned. He felt there wouldbe no need for the right-of-way.
Oro -Bangor Highway parallels this road to the south. It would cross f
two north -south accesses. u
Hearing closed to the public and confined to the Board.

On motion of Supervisor Moseley, seconded by Supervisor Madigan
and carried, the abandonment of that portion of V-4 Road, as shown on the
map of Villa Verona recorded January 17, 1889 on Wall Map YA12, County of
Butte, State. of California, lying between Blocks 2$ and 30 was approved
subject to right of easement: by North Burbank UtiiityDi.strict; Resolution
79-,2 was adopted and the Chairman authorized to sign. AYES: Supervisors
Lemke, Madigan, Moseley and Chairman Winston. ABSENT: Supervisor Richter.

had no effect or: the private use of this easement.
It was also explained that there are no requirements that the Planning
Commission notify adjoining property owners of the proposed action.
Motion was made by Commissioner Gilbert, seconded by Commissiorer Stutz,
�o recommend approval oX this abandonment.
AYES: Commissioners Gilbert,, Stutz, and Chairman Bennett.
NOES Commissioner Wheeler.

Please prepare the necessary resolutions for the subject
abandonment. The Board will be setting a public hearing
date on November 21, 1978.
The legal description is as follows:
That portion of V -a4 Road, as shown on the map of Villa Verona r&corded
January 1'J, 1889 on Wall Map #12, County of Butte, State of California,
lying between Blocks 28 and 30, more particularly described as follows.
Being a strip of land 60 feet wide, lying 30 feet on each side of the
following described centerline:
BEGINNING at a point in the Southerly boundary of Lot 6 o; said Blocs
28 from which the Southeast corner thereof bears South 89 211 Bast,
134.42 feet; said point of beginning being'also the Southwest corner
of Parcel. 1 as described in Deed executed by halter W. Tyrrell, et ux,.
to Henry L. Jackson, et ux, recorded March 21, 19,50, in Book 529 of
Butte County Official Records, at page 193; thence from said point
ofobeginning and running along the centerline of said V-4 Road, North
89 211 West, a distance of 221-79 feet, more or less, to a point in
'the Westerly boundary line of a parcel of land, as described in Deed
executed by Mary Lou Beers, et al, to Ralph D. Drown., et ux, recorded
