Variance,' shall be subject. to the approval of the Planning Cammisslon, or,
upon appeal; of the Soard of Supervisors, Any subsequent special conditions
ordered by the Planning commission shall be made a part of the approved
''Use Permit/Variance"and shall be binding on the applicant.,
