Staff said they were not sure there is a sewer line available at this time. The hearing was opened to the public, Paul. Farris said there is no sewer line in the area at this time, but he has talked to Mike Glaze, Oroville �?ublic Utility District manager, and they anticipate the sewer l:iAe will be available in 6 months, Staff said as soon as lines are available, people in the area will have to hookup to them. The hearing was closed. Commissioner Ostrowski said he was comfortable with conditions because the permit is for two years with renewals every year thereafter. No more than 3 people to live i.r. the two (2;) -10biles until connected to sewer line:"' ANALYSIS: i BUTTE COUNTY PLANNING COMMISSION STAFF FINDING May 23, 1989 Mr. Farris has proposed to install a nine hundred sixty (960) square foot mobile home on Ella Hicks' property to be occupied by her close friend Emma Chase Butte County Code Section 24-303 (the Aunt Minnie provision) was adopted to allow families to take care of one another and still maintain independent living quarters and privacy. The application. clearly meets the intent of the temporary mobile home ordinance. Temporary mobile homes also come under County Code Section 2.4-47 concerning issuance of a'Use permit; Installation of a mobile home at this location should not result in any land use conflicts, or incompatibility of land uses. The mobile home will be located at the rear of the site, behind the existing residence, and will satisfy all setback requirements, When reviewing temporary Use Permit applications, staff also considers future uses of the property. This parcel is approximately 0.83 acres in size. Under the current General Plan designation of Low Density Residential and the zoning designation of A -R there is no possibility of further subdivision of the property. The proposed mobile home appears to comply with the seven conditional requirements listed in Section. 24-.304. Butte County Code Section 24-304 provides for removal of the mobile home within 120 days of the time that it is no longer being occupied pursuant to the code section. The Code also makes provision for the County requiring a bond or deposit at the time of application of sufficient size to cover the removal expense of the mobile home. This is to ensure that the taxpayers at large (via the General Fund) are not charged those expenses should the County be forced to remove the mobile home pursuant to the code. Of course, if the applicant removes this mobile home voluntarily, then the bond or deposit would be returned. Similarly, if the County removes the mobile home, then only charges actually incurred Would be reimbursed from the bond or deposit with the remainder being returned to the appl.ican.t. A survey of several mobile home dealerships in Butte County has indicated a rather wide range of estimated costs of removal. Cost, of course, would vary due to installation of landscaping, decks, awnings, and physical site characteristics. Taking the median figures and adding a small amount fox administrative costs and storage costs, it appears that a reasonable deposit 'Mould be $1,500 per s"angle-wide and $2,000 for a double -wide mobile home. These amounts .seem reasonable to ensure that the mobile home is removed at no Cost to the County or the taxpayers. The applicant proposes to place a double= -wide mobile home on the property. The California State Office of tncal Assistance has determined S that the Oroville Elementary School District is currently housing more students than the acil,ities maximum capacity.
