Inter"oduction
in order to assess the archaeological impacts of a proposed
subdivision project involving approximately 22 acres of land located along
Stanford Road and Butte Creek south of Chico and east of Durham, Butte
County, California, Mike Scroggins, acting on behalf of the owners
contracted for a complete records search and on—foot reconnaissance of
the parcel in compliance with recommendations received from the Butter
Crtinty Planning Commission. Accordingly, on Sunday, May 12, 1985, tho
author conducte-d an intensive, on—foot reconnaissance of the project area
for the purpo,,;e of locating and recording any evidence of prehistoric or
significant historic use, and/or occupation.
The 22 acre parcel consists of a roughly rectangular piece of lard
located south of Chico and southeast of Durham, and is bordered on the east
by Stanford Road and Butte Creek and on the west by the remants of the.
Sacramento Northern Railroad Companys right—of—,ay. The current
proposal calls for subdivision of the parcel into three or more separate
,:tercels, each of which could later be subjected to homesite development;
In view of the potenticl adverse affects of future construction to
cultural resources which might exist Within the area, and in view of the
general archaeological sensitivity of the region, Butte County and other
regulations required that cultural resources 'be fully inventoried and
formally assessed prior to project approval, pursuant to Section 106 of the
National Historic Preservation Act of 1966 ,, as amended (16 U.S.C. 470),
and procedures of the Advisory Council on Historic Preservation (36 CFR
800). This report details the results of the required archaeological survey
and inventory and provides appropriate recommendations, All fieldwork'
procedures followed guidelines provided by the State Historic Preservation
Office (Sacramento) and are in conformity with accepted professional
standards.

The Scroggins parcel is located Within a portion of Township 20 North,
Range 2 East of %fie USGS Chico, Ca. , 15` quad, within portions of Al lotments
52 and 53 of the Third Uhit Durham State Land Settlement area, as recorded
in the Butte County Records, Book 97 of Parcel Maps, at Wages 8 and 9, Tho
Project parcel and general locations are indicatod on the attached project
location maps (2)4
Ilecords Search
Prior to going into the field the archaeological records of the Northeast
California Information Center (CSU—Chine) were examined for any eXisting
record A prehistoricor sig iificant historic sites within the project area,
In addition, the National Register of Historic Places was also consulted. No
sites are currently recorded for the project area or immediately adjacent
parcels. The well known Patrick Site (CA -BUT -I) is located to the
northwest, and to the northeast are other major native village sites such as
those recorded within the Mendocino National Forest's Tree Improvement
Farm southeast of Chico (Jensen 1978).
Ethnographically the project area falls Within territory :which was
occupied by the Northwestern Maidu, or Konkow Indians (Riddell 1978: Figure
I ). Although the ethnographic data do riot identify ,any sites within the
project area, this information in combination with the results obtained from
previous archaeological surveys and excavations within the region (e.g.,
Jensen 197% 1979; 1983), suggested that a number of prehistoric site types
could be located within the area, including the following; (1) aboriginal
middens located on knolls near Butte Creek; (2) aboriginal milling stations
(3) isolated finds of aboriginal lithic flakes and artifacts, and (4)` various
types of historic sites dating to time periods between about 1855 and the
present. Such sites have been recorded within the immediate project,
vicinity and throughout Konkow Indian territory generally.
Fieldwork
As noted, fieldwork for the project was conducted by the author on May
12, 1985. The on—foot survey involved criss-crossing the parcel from north
to south in survey transects spaced approximately 15-2G meters apart.
Examination of the surface involved inspection of all disturbed areas
(including road cuts, rodent middens, etc. ) for evidence of subsurface
cultural material. Vegetation consisted of dense irrigated pasture grasses
which effectively concealed most of the surface from visual inspection.
Nevertheless, none of the parcel Was excluded from the survey, and hence
no exclusionary notes appear on the attached project maps.
Survey Results and .Recommendation
No evidence of prehistoric or significant historic use or occupation was
encountered within the 22 acre parcel. In view of the negative results
achieved during both the records search and field survey, archaeological
clearance for the proposed subdivision is recommended, with the following
provision. Should future construction activity reveal evidence of
subsurface prehistoric or historic material, a qualified archaeologist
should be contacted immediately in order to assess the impacts of the
project to the cultural resources involved: This is particularly important
In view of the fact that Inspection of much of the surface was prohibited by
dense grass and cultural accumulations could therefore have been missed
In some areas.
