Dear Mr. Keeney:
In order to alleviate a current backlog in our plan check process, we recently contracted with an outside
firm to provide plan check services for a number of jobs. Please find the enclosed plan check letter from
LP2A regarding the above mentioned job and location.
There are also a number of comments included in the LP2A plan check letter which are required by the
Uniform Codes, but in Butte County are not generally required as part of a plan submittal. These are
reviewed during construction inspections by the field inspector. I have lined through the items that we do
not need a response for. Please respond to all other items as requested.
Your plan check has not been completed because we still have not received your Flood Elevation
Certificate. This certificate was asked for at the time of application, I left a message for your
contractor on March 28, and I spoke with Mr. Galloway concerning this around March 29. Plans
may need to be revised depending on this certificate.
Please direct all re -submittal documents to the Butte County Building Division.

T-24 ENERGY COMPLIANCE COMMENTS:
T1. Amend the plans to specify fluorescent lighting in the kitchen and in bathrooms per Title
24 energy requirements, mandatory measures, per California Energy Code Section 150(k)
1 and 2
Amend the plans with regard to lighting as follows:
A. General lighting in kitchens must provide fficient light for basic tasks and
provide a uniform pattern of illumi ation. he control for the general kitchen
lighting must be on a readily acces ible witch at one of the entrances to the
kitchen.
B. Bathroom lighting requirements re e a high -efficiency light source in each
room with a shower or bathtub. -
NOTE: An alternative to the bat oom lighting is to install both of the following:
(1) a high -efficiency lamp in a tility om, laundry room or garage and (b) all
lights permanently mounted t the ex rior of the residence for outdoor lighting
must have either high-efficien y lamps or equipped with a motion sensor.
STRUCTURAL COMMENTS:

a. Specify requirements for the interior braced wall panels and dimension effective
length of the panels.
b. Dimension effective length of the exterior braced wall panels. Note that several
panels do not appear to have the minimum 4' length as required per note. See
rear bedroom wall and front walls of bedroom, study/foyer and dining room. Note
that if a 4' minimum panel is provide the windows may not be centered on the
room.
S2. The following comments are from Sheet S1. Revise as indicated below:
a. Revise Foundation Note #1 to read Butte County and bearing capacity of 1500psf.
b. Provide a copy of the soils report listed at Note #1A.

either automatic or readily accessible, manually
operated dampers.
114: Pool and Spa Heating Systems and Equipment

switch, weatherproof operating instructions, no electric
resistance heating and no pilot light.

We were employed to provide compaction verification on the engineered fill in the newly constructed
building located 'on Stanford Lane in Durham. The A.P. number for this project is 038-190-049. The
building. permit number is. 02-0372. The project -consisted of removing all organic -and deleterious
material from the building pad site and constructing an engineered rill. (approximately 2-1/2 feet) which
meets County of Butte, UBC, and ASTM requirements.
Our technicians found the soil contained in excess of 30% + 3/4 inch material. Per ASTM D1557-91
section 1.2 and ASTM 1)4718-87 .section 1.3, we cannot proceed with conventional density testing
procedures. on this material. Per our agreement with the Butte County Building Department, all fill
would have to be. monitored during construction to verify that adequate moisture conditioning and
compactive efforts were achieved:
We monitored grading operations on site from 07-22-02 to 07-24-02. We verified that all areas to
receive fill were bearing on firm .sable ground prior to any fill placement:. All engineered . fill' was
moisture. conditioned; placed in 8"-12" loose.lifts and compacted with a -sheepsfoot compactor. We
were on site for much of the .fill operations and were' -satisfied with the compactive. effort, throughout the
import -fill.
Based on our experience and.witnessing much of the earthwork operations, we certify per Article 3,
sections 6735.5 and 6735.6a of the Business and professions Code that the engineered fill was properly
moisture conditioned and compacted to at least 90% relative compaction.
Applied Testing: Consultants is not a licensed surveyor. We.do not verify or certify grades or elevations.
Test elevations are derived from information provided by the, contractor and/or,the client.
Applied Testing Consultants is not the foundation design. engineer for this project. -Designs for
consolidation, differential settlement, and bearing on fill materials are by others.

Also, the contractor "stacked" the footing and "stabbed" the perimeter slab dowels. Although
these techniques are not per our details, we do not thunk they will adversely affect the capacity of
the foundation and therefore will require no additional action.

I met with the adjoining land owners (about 8 of 'em) and Mr. Keeney Yesterday afternoon.
A 15" sched. 200 PVC pipe has been installed to replace the 2- 48" box culverts that were under the
railroad grade.
He has put an opening upstream (50'+-) to handle over flow due to the small pipe, but there's no
easement or facility to insure the drainage is maintained, and it diverts drainage within 20' of his well.
Additionally, his fill appears to be encroaching in the R/W of Stanford Ln., minimal to no compaction and
the material is pre-hullings containing a large amount of organics.

Re: Keeney Residence Building Pad Certification - Durham Ca.
We were employed to provide compaction verification on the engineered fill in the newly re -constructed
building pad located on Stanford Lane in Durham. The original A.P. number for this project was 038-190-049. .
The buildingpermit. number was 02-0372. The project consisted of removing all existing piuml3ing and
underground .utility installations. The original stem wall remained in place. The contractor, increased the
existing pad elevation approximately four feet and turned the pad approximately 30 degrees to the west.
Our technicians found the soil contained in excess of 40% + 3/4 inch material. Per ASTM D1557-91 section 1.2
and ASTM D4718-87 section • 1.3, we cannot proceed with conventional density testing procedures on this
material. Per our agreement with the Butte County Building Department, all import fill would have to .be
monitored during construction to verify that 'adequate moisture conditioning and compactive efforts, were
achieved. The original• pad was constructed in July 2002, and ATC provided compaction verification on the
original pad at that time.
We monitored grading operations on site from 06-14-03 to 07-14-03: We verified that all areas to receive fill
were bearing on. firm sable ground prior to any fill placement. All engineered fill was moisture conditioned,
placed in 8"-12" loose lifts and compacted with a sheepsfoot compactor. We were on site for much of the fill
operations and were satisfied with the compactive effort throughout the import fill.
Based on our experience and witnessing much of the earthwork operations, we certify per Article 3, Sections
6735.5 and 6735.6a of the Business and Professions Code that the engineered fill was properly moisture
conditioned -and compacted to at least 90% relative compaction.
Applied Testing Consultants is not a licensed surveyor. We do not verify or certify grades or elevations. Test
elevations -are derived from information provided by the contractor and/or the client.
Applied Testing Consultants is not the foundation design engineer for this project: Designs for consolidation,
differential settlement and bearing on fill materials are by others.

Dear Tonja: '
It is my understanding that the concrete contractor is using #3 or #4 rebar at 24" on center in the
slab -on -grade instead of the 6x6-W10xW10 welded wire fabric. The mix will also include
fibermesh. Both of these items are upgrades and ar; acceptable. The rebar should be kept a
minimum of 1" clear from top of slab.
Also, the contractor "stacked" the footing and "stabbed" the perimeter slab dowels. Although
these techniques are not per our details, we do not thunk they will adversely affect the capacity of
the foundation and therefore will require no additional action.

We were employed to provide compaction verification on the engineered fill in the newly constructed
building located on Stanford Lane in Durham. The A.P. number for this project is 038-190-049. The
building permit number is 02-0372. The project consisted of removing all organic and deleterious
material from the building pad site and constructing an engineered fill (approximately 2-1/2 feet) which
meets County of Butte, UBC, and ASTM requirements.
Our technicians found the soil contained in excess of 30% +'/4 inch material. Per ASTM D1557-91
section 1.2 and ASTM D4718-87 section 1.3; we cannot proceed with conventional density testing
procedures on this material. Per our agreemezit with the Butte County Building Department, all fill
would have to be monitored during construction to verify that adequate moisture conditioning and
compactive efforts were achieved.
We monitored grading operations on site from 07-22-02 to 07-24-02. We verified that all areas to
receive fill were bearing on firm sable ground prior to any fill placement. All engineered fill was
moisture conditioned, placed in 8"-12" loose sifts and compacted with a sheepsfoot compactor. We
were on site for much of the fill operations and were satisfied with the compactive effort throughout the
importfill. '
Based on our experience and witnessing much of the earthwork operations, we certify per Article 3,
sections 6735.5 and 6735.6a of the Business and professions Code that the engineered fill was properly
moisture conditioned and compacted to at least 90% relative compaction.
Applied Testing Consultants is not a licensed surveyor. We do not verify or certify grades or elevations.
Test elevations are derived from information provided by the contractor and/or the client.
Applied Testing Consultants is not the foundation design engineer for this project. Designs for
consolidation, differential settlement and bearing on fill materials are by others.
