Preston Noe submitted a pre -application for a Use Permit to the
Planning Department to consider allowing a general auto repair, towi.ag
service, and auto wrecking storage yard in aft Unclas ified zone on
Vdbruary 17, 1988. During the time period between March 22, 1988 ', when
the Planning Department notified Mr. Noe that his pre_application�
reNkieW process was complete, and May .1,1,.1588., when We received. Mr.
NoOls remaining application fees deeming the application complete, the
zoning on the property was, changed by the Board of Supervisors.
on March lo 1988, the Board of Supervisors, in a properly noticed
hearinqj considered rezoning of the Unclassified land on the west side
of Chico and rezoned the subject property from Unclassified to A-40
(Agricultural 40 a0re minimum parcel size). The A-40 zoning
classification has no provisions to allow Mr. Noe's proposed use under
a conditional use permit. A letter was mailed to Mr. Noe explaining
