II. The quantity and quality of the vetlandshabitat remaining in California hav+e.been significantly reduced; thus; maintenance and restoration are essential to meet the needs of the public for fish and wildlife resources and related beneficial uses.; In addition, the protection; preservation, restoration, enhancement and expansion of. wetlands as migratory bird breeding and wintering hablitat are justly recognized' as being critical t0,tfie long-term survival of such species; Wetland habitat:.is also recognized as providing habitat for over :half of the listed endangered and threatened species in California. III. Projects which impact` wetlands are damaging to fish and Wildlife resources if they result in a net loss of wetland a creage or, habitat vaue. wetland Er M. Further.i it. is the policy, of the Fish and Game Commission to strongly discourage 'development xn or conversion of wetlands. ', it opposes, consistent with :its legal authori'tV, atiy development or, conversion, which, would result in a reduction of "4e,tland1. acreage -or wetland habitat values. To that end, the Commission oppoaes wetland development proposals unless, at a minimum,, project mitigation assures there will be "!'no net loss'' either' wetland habitat values or acreage. °f The Commission strongly prefers mitigation which would achieve expansion of wetland acreage and enhancement of taetland habitat values.
