A storm drain system does 4o6 exist and there Is not o,nearby natural drainage courme to which runoff can be di:oected. This -Ls a key factor'to consider in allowing the creation of additioiaal lotr,, for residential u e in.,Dayton.. App endi,x F ipage 8a of 80-08-08-02 11.1. DISCUSSION OF EN111RONMRNTAI, LOVALIJAITION (cor,)JUxiUfid) 1b, 3b, 16e: Compaction and, ovevcovering of the soil by, buildins structures and related impervious surfaces with an increase i -a surface water runoff. Thouh -the loam soils have a good natural drainage cap- ability, reoidential devel(jplaetit at -the density pro ' p000d, will CUM- ulatively add to the drainage problem in the viciniY. Xxisting lots, most of which are smaller t.han the sizes proposed for this site, were area -Led as part of the Town of Dayton. Vilder current standards for land divisions to provide a permanent drainage solution. and provide a leachfield area on a parcel which includes 100% replaaement area, tho nearby- parcels (many of 8125 to 8700 square feet±) may not have been approved, IS, 4d: Reduction in agricultural productivity of a 1-75 acre site with Vina loam soils; rcmoval of many of the almond trees for homesite preparation. 3h: Feasibility- of septic tank-leachfield systems for the parcels. The parcel sizes and loam soils indicatethat septic sys-Lems for thTee additional residences can be accommodated on the 1.75 acres. According -to Tom Reid of -the Environmental Health Department, one well for four houses may not be workable. If the agreement were to be cancelled in the future7 a well on each lot will probably not work due to setbacks from the leachfield systems. A permit for a public water system normally requires 5 or more lots. 8a.0 Alteration of planned land use in the area. In the absence of the varianeb application, a General Plan Amendment and rezone would be required. At present, a rezone.could only be considered for a zoning district with a 5 acre minimum under the Orchard and Field Crops des- ignatior- thas a variance woulct still be needed... t There are currently two homesites to the south-southwes-. These two residences adjoin an almond. orchard and grain -growing land to the south. Developmentof three resid-ences on the project.site should not impair -the agricultural prcductivity of surrounding lands. 14a: Increased demand for pifolic services in an outlT,,ing area. The Butte County Fire Department haa no requirements fo,? fire protection at -this time. The Bitte 0oun'I"", Sherif f Is Department aommett,ed about -trol services to the area.. TI) c applicant states that the reason for the PPlication is to 81low parcel to be divided into 4 parcels. 11a' also states that: Surroundi .ing parcels are approximately .20 acres. The area was rezoned from "A-211 (General) to "A-4011 i 1974 as part of one of th,e first large rezones initi,"ted by thTle Mpunty (Southwest Chico) . The Gall eral Plan desipnation for the entire Dayton area has beqn Orchard and Field Crops since 1,971. The Project site represents three-quarters of the one -lot block- originalily shown as a 1'8eminaryll site on the Dayton Subdivision 'filed on June 25, 1868. The present 1.75 acre parcel vyas created in 1976 via a parcel map and a variance to the 40 -ac -re minimum lot size. Most of the original lots in 'the Dayton Suhd.ivision were 661 x 1321 Sj712 square feet or exactly .2 of an acre, At least 20 of the Subdivision lots are owned separately and occupied by single family residences. Public Works commentg that most roads In this area are substandard. The Environmental Health Department does not.t0commend approval 6-6 this variance for th,, following reasons: 1. Applicant may have prohlems. meeting the Sul)divison ordinance -requirements for the Proposed (4) lot division. 2. Lots are not large enough to place an individillal well and sewage disposal system on each.lot. 3. A community utell with an easement agreement may not be approved.
