I hope that you will review these documents, which are enclosed, and take action. I have read recently in the Chico Enterprise Record about the County's lack of response regarding garbage because there is no garbage ordinance; however, I believe the information that I provided show clear violations of the Butte County Code. As you can tell from the enclosed information, I have been very patient and polite. I.have tried to be understanding that Butte County is facing a budget crisis, but now I am beginning to think that your department is going to ignore my letters and not provide a response. I work for a government agency and understand how frustrating it can be to deal with the public, but now that I am on the other side, I am beginning to see why some citizens become irate. I have lived in this home for 11 years. I pay my taxes and I vote in every election. It is very frustrating that I do not merit even the courtesy of a response, while my neighbors are allowed to continue to rent a "water tower" as a second dwelling unit on their property, and operate a wood cutting business from their home. On Saturday, May 29 at 8:00 a.m., they brought in a bucket loader, and then a semi -truck (the kind used to haul gravel), came driving down our road. I thought at first that someone from the County must have contacted them to get rid of the wood, but my happiness was short-lived when the semi -truck left and never returned after taking only one large truckload of wood. Our small street cannot hold up to semi -trucks driving on it. It's bad enough with Mr. Garcia's 5 -ton truck driving up and down our road loaded with almond wood. I would very much appreciate it if you would please take the time to review the enclosed information, and then follow through by having someone from your department investigate in a timely manner. I haven't heard anything back, and I am concerned that nothing has been done. Mr. Garcia is still renting out a metal out -building on his property to Mr. Covarrubias who has a City of Chico business license under Covarrubias Wood Sales at 3896 Front Street, Dayton, CA { 95928. The first thing you'll see when you turn left onto Front Street from Yokum is the huge pile of wood that is stacked in Mr. Garcia's yard at the very end of the street. We found another rat in our breezeway this past weekend. We have not had problems with rats until the last couple of years in the eleven years that we have lived in our home.- I hope that you will take the time to review the attached letter and the information in the e-mail. I understand that you are extremely busy and there is a budget crunch, but I would appreciate some kind of response letting me know whether or not something is going to be done. He has been operating a wood cutting and selling business from his home. This operation has caused an increase in noise, not only from the enormous old truck that he uses to haul the wood up and down our road, but from chainsaws and tossing logs into trucks first thing in the morning, and traffic noise from people that go up and down our road in their pickup trucks or with trailers to pick up loads of wood. It has also caused an increase in the number of rodents, especially rats, which we never had a problem with before. Our home is located on the side of Front Street that was abandoned by the County a few years ago. This means that the residents are liable for the upkeep of the road. Recently, Mr. Garcia's operation was knocking the boards out of a neighbor's fence. When the neighbor asked him to fix it, Mr. Garcia's response was that he "did not have the money." My concern is that he is causing the major damage to the road, and when it comes time to repair it, we will hear the same response. Second Dwelling Unit It has come to our attention that Mr. Garcia is renting out some sort of a "water tower" or "metal r building" to a man named Salvador Cobarrubias. This man has also had ads in the paper recently advertising wood for sale at 3896 Front Street (see copy of ad enclosed). According to the Butte County Code, there are many requirements for having a second dwelling unit on a property, and I don't believe that any of those requirements are being met. I am concerned for the health and safety of the neighborhood if sanitary facilities are not available to this person. Garbage Mr. Garcia does not have a garbage service. Recently, my husband and I were walking our dogs in the orchard behind our house. We passed by Mr. Garcia's yard and noticed garbage bags (probably close to 50) stacked against the side of a shed. I believe that even though the Code doesn't require people to have garbage service, it does require them to dispose of their garbage in a timely manner. This is definitely not being done, and this could also be a factor in the increase in the number of rodents. March 29, 2004 Page 2 I have really debated reporting this problem because I don't want to cause Mr. Garcia any trouble. But I have serious health concerns for the neighborhood, the future cost for repair of the road, and the loss of value to our property. I would appreciate it very much if you could please investigate this problem and let me know if there are any solutions. Also, if possible, I would appreciate it if my name and address are not mentioned to Mr. Garcia. I do not want to be,put into a position of also fearing for my safety. He has been operating a wood cutting and selling business from his home. This operation has caused an increase in noise, not only from the enormous old truck that he uses to haul the wood up and down our road, but from chainsaws and tossing logs into trucks first thing in the morning, and traffic noise from people that go up and down our'road in their pickup trucks or with trailers to pick up loads of wood. It has also caused an increase in the number of rodents, especially rats, which we never had a problem with before. Our home is located on the side of Front Street that was abandoned by the County a few years ago. This means that the residents are liable for the upkeep of the road. Recently, Mr. Garcia's operation was knocking the boards out of a neighbor's fence. When the neighbor asked him to fix it, Mr. Garcia's response was that he "did not have the money." My concern is that he is causing the major damage to the road, and when it comes time to repair it, we will hear the same response. Second Dwelling Unit It has come to our attention that Mr. Garcia is renting out some sort of a "water tower" or "metal building" to a man named Salvador Cobarrubias. This man has also had ads in the paper recently advertising wood.for sale at 3896 Front Street (see copy of ad enclosed). According to the Butte County Code, there are many requirements for having a second dwelling unit on a property, and I don't believe that any of those requirements are_being met. I am concerned for the health and safety of the neighborhood if sanitary facilities are not available to this person. Garbage Mr. Garcia does not have a garbage service. Recently, my husband and I were walking our dogs in the orchard behind our house. We passed by Mr. Garcia's yard and noticed garbage bags (probably close to 50) stacked against the side of a shed. I believe that even though the Code doesn't require people to have garbage service, it does require them to dispose of their garbage in a timely manner. This is definitely not being done, and this could also be a factor in the increase in the number of rodents. But I have serious health concerns for the neighborhood, the future cost for repair of the road, and the loss of value to our property. I would appreciate it very much if you could please investigate this problem and let me know if there are any solutions. I haven't heard anything back, and I am concerned that nothing has been done. Mr. Garcia is still renting out a metal out -building on his property to Mr. Covarrubias who has a City of Chico business license under Covarrubias Wood Sales at 3896 Front Street, Dayton, CA 95928. The first thing you'll see when you turn left onto Front Street from Yokum is the huge pile of wood that is stacked in Mr. Garcia's yard at the very end of the street. We found another rat in our breezeway this past weekend. We have not had problems with rats until the last couple of years in the eleven years that we have lived in our home. I hope that you will take the time to review the attached letter and the information in the e-mail. He has been operating a wood cutting and selling business from his home. This operation has caused an increase in noise, not only from the enormous old truck that he uses to haul the wood up and down our road, but from chainsaws and tossing logs into trucks first thing in the morning, and traffic noise from people that go up and down our road in their pickup trucks or with trailers to pick up loads of wood. It has also caused an increase in the number of rodents, especially rats, which we never had a problem with before. Our home is located on the side of Front Street that was abandoned by the County a few years ago. This means that the residents are liable for the upkeep of the road. Recently, Mr. Garcia's operation was knocking the boards out of a neighbor's fence. When the neighbor asked him to fix it, Mr. Garcia's response was that he "did not have the money." My concern is that he is causing the major damage to the road, and when it comes time to repair it, we will hear the same response. Second Dwelling Unit It has come to our attention that Mr. Garcia is renting out some sort of a "water tower" or "metal building" to a man named Salvador Cobarrubias. This man has also had ads in the paper recently advertising wood for sale at 3896 Front Street (see copy of ad enclosed). According to the Butte County Code, there are many requirements for having a second dwelling unit on a property, and I don't believe that any of those requirements are being met. I am concerned for the health and safety of the neighborhood if sanitary facilities are not available to this person. Garbage Mr. Garcia does not have a garbage service. Recently, my husband and I were walking our dogs in the orchard behind our house. We passed by Mr. Garcia's yard and noticed garbage bags (probably close to 50) stacked against the side of a shed. I believe that even though the Code doesn't require people to have garbage service, it does require them to dispose of their garbage in a timely manner. This is definitely not being done, and this could also be a factor in the increase in the number of rodents. March 29, 2004 Page 2 I have really debated reporting this problem because I don't want to cause Mr. Garcia any trouble. But I have serious health concerns for the neighborhood, the future cost for repair of the road, and the loss of value to our property. I would appreciate it very much if you could please investigate this problem and let me know if there are any solutions.
