In an effort to determine the elevation of the 100
year food at: this site I contacted Stewart Edell
of the Butte. County Land Development Department
and asked for his assistance in gathering whatever
FE14-A and County of Butte hydrologic/flood
information that was available for this site.
He informed me that there is a disagreement
between the County and.4EMA over the validity of
FEMA's`hydrologic study for this area. And
further that it is up to the individual project
engineers to use judgement in determining the
elevation of the 100 year flood for each site.
Stewart aave me a copy of a letter from FEMA
responding to the county's concerns with the'study
as well as a FEMA HEC --2 water surface profile
analysis program output and a copy of a U.S.G.S.
Topographic Map with flood zones shown.
After reviewing this data and discussions with
Stewart, I too question the validity of the FEMA
study.

Dear. Sirs;
The owners of the above referenced property, Dick
and Barbara Joronen, are proposing to build a 1200
S.F. detached garage on this site which lies
within the 100 year flood plane as established by
the Federal Emergency Management Agency (FEMA).
In an effort to determine the elevation of the 100
year flood at this site I contacted Stewart Edell

After considering thy: ewing U.S.G.S. Topographic
maps of the area do not think tha the 100 year flood elevation
could be more than ove grade at this site which would make
the flood elevation 196.0. I have set the finished floor
elevation at 196.35.
We established the elevation by running a level circuit from a
county bench mark which is a rail road spike in a utility pole
200' west of Cessna Avenue on Hegan Lane. The elevation of that
spike is 197.35. We set a temp—a-r_y b.ench_mark—(-T.-B—.M.—) at the
rear of the site appr s t ley 9 ft. from the east edge of the

fl which is at elevation 196.26 and is shown on the building site
plan.

building.being built at the above referenced
address the owner was asked to verify the as -built
elevation of the finished floor as related to the
100 year flood elevation.
The 100 year flood level at this site, as
established by my letter of September 21, 1993, is
at elevation 196.00. The finished floor elevation
of the building as constructed is at elevation
196.49.
