I submitted a request fo`r'a building permit (040766) to build'a•bedroom above the garage, so that my mother in law` may move in with us on March 19th. At that time, the "accessories" permits being worked on were posted at March 1st. I also ordered the trusses for a May 1St delivery thinking that the permit would be done with 6 weeks:' The clerk, who is very nice and co operative, "said" they had a lot of March 1st date, based on the new .fees, and that two to three weeks was the average time. Well, for at least the lasttwo weeks that I have called (they are still very nice), theyrare processing submissions from March 11th a I have pushed delivery of the trusses out two more weeks, last week, inhopes that they would be done this week or next. When I called today;,they are very'nice;'but can give NO indication of the current workload, or"anticipated date that they will even start these "relatively simple" plans. I really want my plans, but am letting you know that the plans are taking, in my mind, FOREVER and:�there is j66-way"to plan for the forever either. My mother in law in getting restless for her move, and the truss builder is being patient. My husband flies rice, which is in full swing, and then, goes'totti e:P3'for fire season. So, every week that I have waited is a week that I potentially must pay someone instead of having my husband supervise and participate in the work:; c - I hope the county employees' lack of information of the process timeframe can be addressed for, -not only,me,but the rest of the taxpayers in Butte County. It is obvious that when you start a project, you have to "line up your ducks" to do it economically, and to have people do it. Just knowing how long the approval process will be or could be would have helped a lot.... Even within a couple of weeks. I know they implemented the "posted" date of work being reviewed this year, but I think that the re -roof, window change outs, and the other across the counter permits, should be removed from the statistics for "plan check" to give everyone knowledge of the real time frames and maybe more help? Butte County Department of Development Services/ Building Division 7 County Center Drive, Oroville CA 95965 • (530) 538-7541 Telephone • (530) 538-2140 Fax _ www.buttecounty.netIdds www.buttegeneralplan.net �ouN Swimming Pool Requirements Drowning Prevention Safety Features Based upon California Health and Safety Code Section 115920-115929, known as the Swimming Pool Safety Act The County of Butte requires either listed, approved safety pool cover" meeting ASTM Standard F1346-91, OR a complying enclosure* which isolates the pool from the dwelling and remaining yard, OR a complying enclosure which surrounds the perimeter of the pool and dwelling, with door alarms and self-closing, self -latching devices on all doors leading into the enclosure. *Enclosures • Minimum height of 60 inches • Access gates shag open away from pool and have self-closing, self -latching device no lower than 60 inches above the ground. • Maximum vertical clearance of 2 inches from the ground to the bottom of enclosure • No openings greater than 1/2 inch within 18 inches of the release mechanism when closed. • Gaps or voids shall not allow the passage of a 4 inch sphere. • Outside surface shag be free of cavities or protrusions. that would serve as a foothold or handhold that could enable a child of less than 5 years of age to climb over. • Maximum mesh size for chain link shall be a 225 inch square unless the fence is provided with slats fastened at the top or bottom which reduce the openings to no more than 1.75 inches *Pool Cover • Shag: be correctly installed per the manufacturer's instructions to prevent the access of children under five years of age to the water. • Shag be properly constructed to meet ASTM specifications and be labeled accordingly. • All ties, anchors ar attachment points and controls for automatic covers must be installed in a way to prevent operating or uncovering the poll by children less than five years of age. • The pool cover shag possess a listing that insures the original design or performance of the cover meets'.or exceeds testing as prescribed by ASTM Standard F134"1, Section 9 Test Methods for Safety Covers. This act shall be known and may be cited as the Swimming Pool Safety Act. 15921. As used in this article the following terms have the following meanings: L) "Swimming pool" or "pool" means any structure intended for swimming or recreational bathing that contains water over 1! inches deep. swimming pool" includes in -ground and above -ground structures and includes, but is not limited to, hot tubs, spas, portable spas, and non- ortable wading pools• g ublic with or without char a or for the use of the b "Public swimming pool" means a swimming Pool operated for the use of the eneral P g members and guests of a private club. 'e) "Exit alarms" means devices that make audible, continuous alarm sounds when any door or window, that permits access from the residence to he pool area that is without any intervening enclosure, is opened or is left ajar. Exit alarms may be battery operated or may be connected to the electrical wiring of the binding. 115922. Commencing January 1,199:, except as provided in Section 115925, whenever a construction permit is issued for construction of a new swimming pool at a private, single-family home it shall be equipped with at least one of the following safety features: !(a) The pool shall be isolated from access to a home by an enclosure that meets the requirements of Section 115923. (b) The pool shall be equipped with an approved safety pool cover. (c) The residence shall be equipped with exit alarms on those doors providing direct access to the pool. (d) All doorsproviding direct access from the home to the swimming pool shall be equipped with a self-closing, self -latching device with a release mechanism placed no lower than* 54 inches above the floor. (e) Other means of protection, if the degree of protection afforded is equal to or greater than that afforded by any of the devices set forth in subdivisions (a) to (d), inclusive, as determined by tht building official of the jmisdistion issuing the applicable building permit Any ordinance t or before January 1,1997, is presumed to afford protection that is equal to governing child access to pools adopted by a political subdivision on lor greater than that afforded by any of the devices set forth in subdivisions (a) to (dJ inclusive 15923. An enclosure shall have all of the following characteristics: Any access gates through the enclosure open away from the swimming pool, and are self-closing with a self -latching device placed no lower an 60 inches above the ground. i) A minimum height of 60 inches. , A maximum vertical clearance from the ground to the bottom of the enclosure of two inches. i) Gaps or voids, if any, do not allow passage of a sphere equal to or greater than four inches in diameter. :) An outside csthat would serve as handholds or footholds that could enable surface free of protrusions, cavities, or other physical characteristi a aild below the age of five years to climb over. 15924. Any person entering into an agreement to build i jwi n+ft pool- shall give the consumer notice of the requirements of this article. 15925. The requirements of this article shall not apply to any of the, following: i) Public swimming pools. that comply with the American Society for TestingMaterials-Emergenry Performance b) Hot tube or spas with locking safety covers specification (ASTM ES 13-:9). 1 serf that includes requirements C) Any pool within the jurisdiction of any political subdivision that adopts an ordinance for swimming poo safety equirem hat are at least as stringent as this article. d) An apartment complex, or any residential setting other than a single-family home. 115926. This article does not apply to any facility regulated by the State Department of Social Services even if the facility is also used as the private residence of the operator. Pool safety in those facilities shall be regulated pursuant to regulations adopted therefore by the State Department of Social Services. 115927.
