In addition, your plans are routed to other regulatory entities including but not limited to Planning, Public Works, Environmental Health, and the California Department of Forestry for their clearances and approvals. There are some things you can do to expedite your permit: • Make sure your application is complete. • Be responsive to requests from County departments for any additional materials or requirements. The Building Division places its highest priority on processing building permits as quickly as possible and each day that passes without a complete application adds to processing time. Every permit issued by the Building Official shall expire and become null and void if the work authorized by such permit is not started or completed within one year from the date of issuance of such permit. A permit may be renewed (for a fee) prior to expiration an indefinite number of times, provided construction progress has been documented by the Building Division during each year during scheduled inspections. No changes may be made in the original plans and specifications for such work. In order to reinstate action on a permit after expiration, the permittee shall pay a new full permit fee and additional plan checking and documentation may be required. Upon completion of work covered by this permit, please contact this office for final inspection. As a reminder to you, it is illegal to occupy this building or any portion of the building for which this permit is issued without a final inspection. EXPIRATION OF PERMIT APPLICATION AND REFUND POLICY Application for which a permit has not been issued will expire one year after date of application. Refunds may only be made upon written request by the person who originally paid the fees. Refunds for permit applications (not yet issued) must be requested within two years from the date of fee payment. Fees paid at the time of application are for Plan Check and administration. The Plan Check portion of fees is refundable only if the permit is cancelled or withdrawn before any plan checking is done. Building Division costs will be deducted prior to authorizing a refund and a charge of $54.99 to process the refund application will be assessed. The pool shall be isolated from access to a home by an enclosure that contains all of the following characteristics: a. Any access gates through the enclosure open away from the swimming pool, and are self -dosing with a self -latching device placed no lower than 60 inches above the ground. b. A minimum height of 60 inches. c. A maximum vertical clearance from the ground to the bottom of the enclosure of 2 inches. d. Gaps or voids, if any, do not allow the passage of a sphere equal to or greater than 4 inches in diameter e. An outside surface free of protrusions, cavities, or other physical characteristics that would serve as handholds or footholds that could enable a child below the age of 5 years to climb over. 2. The pool shall incorporate removable mesh pool fencing that meets American Society for Testing and Materials (ASTM) Specification F2286 standards in conjunction with a gate that is self-closing and self -latching and can accommodate a key lockable device. 3. The pool shall be equipped with an approved safety pool cover that meets all the requirements of the ASTM Specification F1346. 4. The residence shall be equipped with an exit alarm on those doors providing direct access to the pool. 5. All doors providing direct access from the home to the swimming pool shall be equipped with a self -dosing, self - latching device with a release mechanism placed no lower than 54 inches above the floor. 6. Swimming pool alarms that, when placed in pools, will sound upon detection of accidental or unauthorized entrance into the water. These pool alarms shall meet and be independently certified to the ASTM Standard F2208 "Standard Specification for Pool Alarms" which includes surface motion, pressure, sonar, laser and infrared type alarms. For purposes of this article, "swimming pool alarms" shall not include swimming protection alarm devices for individual use, such as attached to a child that sounds when the child exceeds a certain distance or becomes submerged in water. 7. Other means of protection, if the degree of protection afforded is equal to or greater than that afforded by any of the devices set forth above, and have been independently verified by an approved testing laboratory as meeting standards for those established by the ASTM or the American Society of Mechanical Engineers (ASME). Prior to issuance of any final approval for the completion of permitted construction or remodeling work, the local building code official shall inspect the drowning safety prevention devices required by this act and if no violations are found, shall give final approval. Whenever a building permit is issued for the construction of a new swimming pool or spa, the pool or spa shall meet all of the following requirements: 1. The suction outlet of the pool area or spa for which the permit is issued shall be equipped to provide circulation throughout the pool or spa as prescribed in paragraph 2. 2. The swimming pool or spa shall have at least 2 circulation drains per pump that shall be hydraulically balanced and symmetrically plumbed through one or more "T" fittings, and that are separated by a distance of at least 3 feet in and dimension between the drains. 3. Suction outlets that are less than 12 inches across shall be covered with anti -entrapment grates, as specified in the ASME/ANSI Standard A 112.19.8, that cannot be removed except with the use of tools. Slots or openings in the grates or similar protective devices shall be of a shape, area, and arrangement that would prevent physical entrapment and would not pose any suction hazard to bathers. 4. Any back-up safety system that an owner of a new swimming pool or spa may choose to install in addition to the requirements set forth in this article shall meet the standards as published in the document, "Guidelines for Entrapment Hazards: Making Pools and Spas Safer", Publication Number 363, March 2005, United States Consumer Product Safety Commission. Whenever a building permit is issued for the remodel or modification of a single family home with an existing swimming pool, toddler pool or spa, the permit shall require that the suction outlet of the existing swimming pool, toddler pool or spa be upgraded so as to be equipped with an anti -entrapment cover meeting current standards of the American Society for Testing and Materials (ASTM) or the American Society of Mechanical Engineers (ASME). Take one copy and highlight all the un-finaled permits in the Chico,Area (Chico, Cohasset, Durham, Nord, Paradise, Magalia, Forest Ranch, Butte Meadows). Send the list to the Chico office in the box. 3. Take the other copy and highlight all the i n-finaled permits in the Oroville area (Oroville, Palermo, Biggs, Bangor, Gridley, Feather Falls, Forbestown). 4. Find the inspectors jacket of all highlighted permits. 5. Take all reroofs, electrical service change,., gas line, mechanical, mobile home utilities, mobile home installations, or siding permits; .but a green inspection card on the permit and circle the Job Status and. give to the field inspector. 6. Put the. rest in AP number order. Then thepull the AP jackets. 7. Open the inspectors Jacket and look to see, if the field inspector has made any inspections. If there has been an inspection the permit can be',renewed. If there have been no inspections the permit cannot be renewed. 8. For the permits that have had inspections, you need to send a renewal letter, renewal permit application and an owner -builder verification corm. The renewal letter needs to be sent to the person who signed or paid for the permit. If tf :ere is a contractor listed, but he did not sign the permit, mail it to the owner and cc a copy to tl:,.e contractor. 9. To figure the cost for a renewal permit, talo; one-half of the original permit fee (example if the original permit fee were $150 the renewal fee 'Mould be $75). Add the renewal fee with the Building Permit Filing fee of $20 and that will be the cost for the renewal permit. The renewal permit fee does not drop each year, it remains i he same each year it is renewed. 2 10. Type the Application and Permit. Check the owner's mailing address in the Assessor's computer. Type the AP #, owner's information, contractor's information (if one is listed), and the address for the proposed work. In the Use o' f Structure section check the box the most applies., In the Type of Work section type "Renewal of BP#" then the Building Permit # of the original permit. On the right side of the Applic,ition and Permit, type the amount you figured for the permit cost under the Building Permit sectir')n on the line for Permit fee. The total will be the permit fee plus the $20 filing fee. At the bottoi`n on the right hand side, where is says "Permit Expires On" type the original permit expiration,i Month and Day then add one year (example; if the original expiration date was 1/13/99, the da? -.e you would type on the renewal permit would be 1/13/00).
