(CBS) O/IDEO) Mr. Hogan presented the Staff Report and gave a brief summary of the project. The video was not shown. Chairman Lambert asked if the Country Club has their own board that has looked at this propo(al? Mr. Hocpn said yes, he thought that many residents in the area are members of the Country Club. Commissioner Lynch asked if Condition 5 regarding fire protection, was retro fit for the whole building, or just for the new portion? Mr. Hogan said he was not certain, but stated that the applicant viould have to meet the regulations of the fire code in any .event. The hearing was opened to the publ:. Carl Leverenz, representing the applicant, said the facility was original built 29 years ago. He said the membership is now 385 members. He said the Club does not plan on increasing the membership. He said the original building was not designed for the current, 385 membership. He said the applicant wishes to expand the kitchen and dining rooms. Linda Vaccaro, 188 Estates Drive, Chico, said she lives across from the club parking lot. She said less that 50 per cent of the residents belong to the Club. She said the lighting from the parking lot has given her security for her property.. She said Mr. Leverenz has taken care of her concerns and she was not opposed to the project. Hogan, Planning Manager, I ll: Craig Sanders, Associate PlannerU (DATE: August 31°, 1994 REQUEST: Use Permit A.P. 040-020.123- Butte CreekCountry Club: A request to allow a 6,435 square foot expansion to an existing'; 9,895 square foot clubhouse on land located on the east side of Estates Drive, approximately 1,000 feet north of Oroville-Chico Hwy., at 175 I, -states Drive, in an R-1 zone, south of Chico. RELATED ITEMS done FOR: Planning Commission Meeting of September 22, 1994 ABSTRACT: This is a use permit request to allow the expansion of an existing golf course clubhouse from 9,895 square feet (s.f.) to 16,330 s.f., an addition of 6,435 s.f.. A use permit for the existing clubhouse and. golf course was approved by the Planning Commission in the 1960's as part of Butte Creek Estates Subdivision. Staff recommends approval of this application. PROJECT CHARACTERISTICS: The existing Country Club facility consists of a golf pro - shop, men's and women's locker rooms, a restaurant and bar, and a moderately sized banquet room/dining facility. The dining facility is used for Country Club functions and is rented out for private parties, wedding receptions, high school proms, and similar events. This expansion will approximately double the size of the banquet room/dining facility although only represents a 65% expansion overall. The size of the pro -shop and locker rooms will not be affected by the additions. The property is served by a community water system and the Butte County Environmental Health Department has given septic clearance for the new additions. A fire hydrant is located within 150' and the new structure will be equipped with an interior fire sprinkler system. PROJECT AND SURROUNDING ZONING GENERAL PLAN DESIGNATION. AND EXISTING LAND USE: Described below are the project and surrounding zoning, general plan land use designation and the existing land uses. a Butte Counly Department. of Development Services Planning Division AGENDA ITEM' Direction Zoning General Flan Existing Land Use Project: R-1 Low Density Residential Golf Course North: R-1 Low Density Residential Residential South R-1 Low Density Residential Residential fast: R-1 Low Density Residential Golf Course Vilest: R-1 Low Density Residential Residential ANALYSIS This project will result in the expansion of the banquet facilities at Butte Creek Country Club from approximately 5,400 square feet to about 11,000 square feet. The existing facilities are currently used for functions directly related to the Country Club and private activities including wedding receptions, luncheons, private parties, school proms, and other similar events. Most of the traffic comes from Chico, through the intersection of Estates Drive and Hwy. 99, making a right turn. The return trip to Chico requires a left turn across. two lanes of high speed traffic that is southbound on Hwy. 99. An acceleration lane is in place on the northbound lanes which aids in merging but the overall functioning of the intersection is less, than desirable. This project will have the potential to further impact this intersection because the proposed facilities will accommodate more people. The design of the new structure will allow additional partitioning of the dining area and will permit more than one group to use the facility'st the same time. Fortunately, the events at the Country Club are usually held at noon or on weekend afternoons or evenings and they generate the bulk of their traffic during non - peak, traffic flows on Hwy. 99. The facility is located on the edge of a residential area. This creates the potential for land use conflicts caused by traffic and noise. Many functions may include taped or live music. Since the County has not experienced complaints, it appears that the operation of the existing facility has been compatible with the residential uses in the area. The Country Club does not allow events to continue past 'midnight and this facility has not been a source of complaints to the County. The golf course and tennis courts provide a buffer between the facility and homes to the north, and the parking lot and Estates Drive act as a buffer for the houses to the west. The additional parking required for the building expansion will be located within 60' of the fenced backyards of two homes just south of the clubhouse and may result in some additional minor noise impact to two homes in the area. One house has a 6' wooden fence while the other has a 6' masonry wall abutting the proposed parking area. There are 130 parking spaces to serve the existing facility and 33 more spaces are proposed for the additions. The combination of the existing and proposed parking will be sufficient to meet the parking needs of the facility and the parking requirements of Chapter 24 of the Butte County Code, The building additions are planned in four phases, all of which are proposed to be completed Butte County Department of Development Services Planning Division 2 �f AGENDA ITEM within 5 months of the initial construction date. A temporary modular structure has been placed. on site to act as a temporary clubhouse facility until the expansion and remodeling is completed. This temporary structure is located where the 33 new parking spaces are proposed and, will have to be removed prior to the construction of the spaces. The project is consistent with the existing development on site and the uses occurring there: The expansion will not result in the creation of a use that is incompatible with the surrounding uses as the neighbors are aware of the existing use and the activities that occur there'. ENVIRONMENTAL DOCUMENTATION: This application has been defined as a project that is categorically exempt from environmental review under the California Environmental Quality Act (CEQA) as a Class 1 exemption which exempts from review, building additions up to 10,000 square feet in areas where all public services and facilities are available to allow for maximum development under the general plan and where location is not environmentally sensitive. PUBLIC NOTICE AND COMMENTS: This application requires that a public hearing be advertised and held.. Advertisement of the public hearing will 'occur in the Enterprise Record and will be mailed to all property owners within a 300 foot radius of the subject property. As of the date of this report we have received no public comment. RECOMMENDATION: Staff recommends that the Planning Commission approve the request by Butte Creek Country Club to expand their clubhouse facilities subject to the folio wing findings and ,conditions: FINDINGS Section 1: Environmental Findings. RELATED ITEMS None FOR: Planning Commission Meeting of September 22, 1994 ABSTRACT: This is a use permit request to allow the expansion of an existing golf course clubhouse from 9,895 square fee: (s.f.) to '16,330 s.f., an addition of 6,435 s.f„ A use permit for the existing clubhouse and golf course was approved by the Planning Commission in the 1960's as part of Butte Creek Estates Subdivision. Staff recommends approval of this application. PROJECT CHARACTERISTICS; The existing Country Club facility consists of a golf pro., shop, men's and women's locker rooms, a restaurant and bar, and a moderately sized banquet room/dining facility. The dining facility is used for Country Club functions and is rented out for private parties, wedding receptions, high school proms, and similar events. This expansion will approximately double the size of the banquet roam/dining facility although only repr3sents a 55°/o expansion overall. The size of the pro-shop and locker rooms will not be affected by the additions. The property is served by a community water system and the Butte County. Environmental Health Department has given 'septic clearance for the new additions. A fire hydrant is located within 150' and the nowstructurewill be equipped with an interior fire sprinkler system. The existing facilities are currentlyused for functions ' directly related to the Country Club and private: activities including wedding receptions, luncheons, private parties, school proms, and other similar events. Most of the traffic comes from Chico, through the intersection of Estates Drive and Hwy, goo, making a right turn. The return trip to Chico requires a left turn across two lanes of high speed traffic that is southbound on Hwy. y9. An acceleration lane is in place on the northbound lanes which aids in merging but the overall functioning of the intersection is less than desirable. This project will have the potential to further impact this intersection because the proposed facilities will accommodate more people. The design of the new structure will allow additional partitioning of the dining area and will permit more than one group to use the facility at the same time. Fortunately; the events at the Country Club are usually held at noon or on weekend afternoons or evenirigs and they generate the bulk of their traffic during non - peak traffic flows on Hwy. 99. The facility is located on the edge of a residential area. This creates the potential for land use conflicts caused by traffic and noise. Many functions may include taped or live music. Since the County has not experienced complaints, it appears that the operation of the existing facility has been compatible with the residential uses in the area. The Country Club does not allow events to continue past mid+might and this facility has not been a source of complaints to the County. The golf course ane tennis courts provide a buffer between the facility and homes to the north, and the parking lot and Estates Drive act as a buffer for the houses to the west. The additional parking required for the building expansion will be located within 60' of the fenced backyards of two homes just south of the clubhouse and may result in some additional minor noise impact to two homes in the area. One house has, a 6' wooden fence while the other has a 6' masonry wall abutting the proposed .parkingarea. There are 130 parking spaces to serve the existing facility and 33 more spaces are proposed for the additions. The combination of the existing and proposed parking will be sufficient to meet the parking needs of the facility and the, parking requirements of Chapter 24 of the Butte County Code. 9 p four phases, all of which are proposed to be completed The building additions are planned in s Butte County Department of Development Services Planning Division ■ 2_ AGENDA ITEM within 5 months of the initial construction date. The project is consistent with the existing development on site and the uses occurring there. The expansion will not result in the creation of a use that is incompatible with the surrounding uses as the neighbors are aware of the existing use and the activities that occur there. ENVIRONMENTAL DOCUMENTATION: This application has been defined as a project that is categorically exempt from environmental review under the California Environmental Quality Act (CEQA) as a Class 1 exemption which exempts from review, building additions up to 10,000 square feet in areas where ,all public services and facilities are available to allow for maximum development under the general plan and where location is not environmentally sensitive. PUBLIC NOTICE AND COMMENTS, This application requires that a public hearing be advi ertised and held. Advertlsement of the public hearing will occur in the Enterprise Record and will be mailed to all property owners within a 300 foot radius of the subject property. ,As of the date of this report we have 'received no public comment. This application is scheduled for the September 22, 1994 Planning Commission meeting, Assuming that the Planning Commission approves the modification, and it is not appealed to the Board of Supervisors, the building permit for the addition and remodel can be issued on or after October 3, 1994, In the meanwhile, Modern can demolish what is necessary, provide the necessary structural support for safety, process their building plans through plan check, and make the necessary corrections to the building plans. PlannLig will not sign off on the building permit unless the Planning Commission has approved they application and the appeal period has lapsed (October 3, 1.994). We understand the position of Modern and the applicant, but Modern is a knowledgeable company and knows that these kinds of approvals are necessary prior to the issuance of a building permit, We are trying to accommodate Modern and the applicant, to the maximum extent possible.
