The County may retain consultants in the preparation and evaluation of Environmental Impact Reports (EIRs). If a. consultant is retained, all costs incurred for administration and preparation of the EIR shall be borne by the applicant for the project. 2. The Planning Department shall establish a list of qualified environmental impact report consultants. The established list will also indicate the firm's particular field of expertise; En vironmental impact report consultants wishing to be placed on the list shall submit a resume indicating the firm's principal personnel, work experience, statement of qualifications, areas of expertise, and any other information deemed necessary by the Planning Department. Selection to the list will be based on experience, knowledge of the County, and available expertise to ensure high-quality, in-depth and comprehensive environmental impact reports.
