EXPIRATION OF APPLICATION Applications for which a permit has not been issued will expire one year after date of application. In order to renew action on an application after expiration, a new application, plans and fees will be required. REQUEST FOR FEE REFUNDS Refunds can only be made upon written request by the person who paid the fee. The request must be made within two years from the date of fee payment on permits not issued, and two years from the date of permit issuance for permits issued; however, on issued permits refunds can only be made if no construction work has been done. Filing fees, plan check fees for work plan checked and other department costs are not refundable. The recently adopted flood insurance rate map indicates that this parcel lies within a special flood hazard area inundated by 100 -year flood. No base flood elevation has been determined for this particular area so it was not possible to simply reference the safe finish floor elevation to an established datum.` Instead, it was necessary to analyze the general topography of the area in order to determine the depth of flooding on the parcel in question. The parcel lies in an area of old orchards and pastures that are very flat, with only a slight fall to the south. In general, any flooding that may occur in.this area will consist of shallow, sheet flows less than one foot in depth. It should be noted that certain areas are bound to experience flood depths exceeding one foot depending on localized drainage conditions (ie., roads that block the overland sheet flow). The recently constructed agricultural building sets on ground that is slightly higher in elevation than the adjacent pasture. The floor level of the building is elevated approximately 8 inches above the ground and is at least one foot above the pasture: It is my opinion that the building will not flood in a 100 -year event flood.
