DISCUSSION,, OF Et'iRONlVIENTAL EVALAiATION AP # 040-110-055, 056
lb,3b: Approval of this request may result in the future disruption, displacement, compaction,
and overcovering, of the soil to accommodate building pads and associated driveways. This in
turn will lead to a reduction in absorption rates created from the added impervious surfaces such.
as a house and potential asphalt driveways: However, due to the lot sizes in relation to the
expected amount of impervious surfaces and the soil availability, this impact is not considered
to be significant.
1g: Approval, of this request may result in the loss of prime agriculturally productive soils outside
a designated urban area. The creation of five acre lots in an almond orchard has some questions
;regarding feasibility, of maintaining the agricultural use on these size properties. however, it is
highly likely that the majority of the site will continue to be used for agricultural production and,
therefore, this impact should not be considered significant.
ha There are no known faults or other earthquake hazards within the immediate vicinity of this
request which would expose people or property to those hazards. However, all of Butte County,
is located within a ::Moderate Earthquake Intensity Zone VIII. Therefore, the applicant will be
required to comply with the minimum earthquake, and seismic building standards administered
by the Building Department in compliance with the Uniform Building Code:
3j: The subject site is located within the Butte Creek 100 year floodplain, this may expose people
and property to water related hazards such as flooding. Butte Creek currently has a levee which
is a partial mitigation for flood control. However, the applicant will be required to construct
,finished floor elevations above the 100 year floodplain and this will be administered and insured
at the time of Building Department plan check submittal. This will fully mitigate this concern.
8i Currently the site is zoned A-5 within an Agricultural Residential General Plan Land Use
Designation, However, the subject site is located within the Durham -Dayton -Nelson land use and
General Plan update which has had several alternatives proposed for this particular site:
Therefore, approval of this request may result in an alteration to the planned land use of the
area,
14a,b; Currently both fire and police protection is considered adequate. However, due to
uncertainty of the future financial status of the County, these could be potential long term
negative impacts for providing adequate services. Therefore, it is recommended that interior fire
sprinkler systems are provided for all new residents to mitigate fire concerns.
20a: The property is located within an area identified as having high archaeological sensitivity.
Therefore, an archaeological records check shall be performed by the lTo"rtheast I f`orrlation
Center at Chico State University, Chico, to determine if a survey of the site is required.
;suggested 'Mitigation Measures;
1. The applicant will be required to comply with all the Uniform Building Code requirements
for earthquake and seismic hazards. This shall be provided at the time of issuance of
building permits:

3. No mitigation measure is recommended at this point for an archaeological survey:
However, pending the results of the archaeological records check, a future mitigation

4. "Automatic Fire Suppression, Sprinkler Systems shall be installed in all residential
