Should you appeal the decision of the Department of Public Works, please submit your appeal, in writing, with the appeal fee of $50.00, to the Clerk of the Board of Supervisors, 25 County Center Drive, Oroville, California, prior to 4:00 p.m., August 28, 2003. The conditions of approval must be met within' thirty-six (36) months from the date of approval by the Department of Public Works or the approval will be considered null and void. Engineer: NorthStar Engineering. 1. New lot or parcel lines shall comply with setback requirements of applicable zoning and building ordinances. 2. Deeds and plats (if required) shall be submitted to the Department of Public Works, Land Development Division for checking and approval prior to recordation and shall contain the notes specified below. 3. Provide documentation from a title company of the applicant's choice verifying that any deed . of trust affected has been partially re -conveyed or modified to reflect the lot line adjustment and to prevent the creation of any additional lot or parcel. 4. Prior to. recordation of deeds, provide documentation verifying payment of taxes as required by Subsection (b) of Section 20-95 of the Butte County Code and as specified in Article 8 of Chapter 4 of Division 2 of Title 7 of the Government Code, commencing with Section 66492. 5. Reserve the 11 foot No Building Construction Easement, as shown on the application plat, for the benefit of the Durham Unified School Dist. Our compaction tests were taken at two locations in the building pad (SW corner & NW corner), and were taken at a depth of 8" below finished pad grade. We have been advised by Durham Parks and Recreation representative, Jim Murphy, that the building pad was constructed in the following manner: 1) Grading contractor removed all surface organics and soil to a depth of -1.0' below original ground level. 2) Undisturbed native soil in the building pad area was proof rolled with a vibrating sheepsfoot compactor prior to placing class 11 aggregate base fill material. 3) Imported class II aggregate base material was placed and compacted in 6" lifts to 0.5' above original ground level. Approximate total thickness of the engineered fill is 1.51. The results of our tests indicates greater than the required 90% minimum relative compaction in the imported class II aggregate fill material. The construction procedures described above are in accordance with accepted engineering practices. Consequently, we find the building.pad for this structure has been constructed in compliance with the requirements of the Uniform Building Code (Section 2903.a.) with the singular exception that a soil investigation has not, to our knowledge, been performed. Fill material used to construct the building pad was Class II Aggregate Base. Our compaction tests were taken at two locations in the building pad (SW corner & NW corner), and were taken ata depth of 8" below finished pad grade. JR# 3!5/ql We have been advised by Durham Parks and Recreation representative, Jim Murphy, that the building pad was constructed in the following manner: 1) Grading contractor removed all surface organics and soil to a depth of -1.0' below original ground level. 2) Undisturbed native soil in the building pad area was proof rolled with a vibrating sheepsfoot compactor prior to placing class II aggregate base fill material. 3) Imported class II aggregate base material was placed and compacted in 6" lifts to 0.5' above original ground level. Approximate total thickness of the engineered fill is 1.5'. The results of our tests indicates greater than the required 90% minimum relative compaction in the imported class II aggregate fill.material. The construction procedures described above are in accordance with accepted engineering practices. Consequently, we find the.building pad for this structure has been constructed in compliance with the requirements of the Uniform Building Code (Section 2903.a.) with the singular exception that a soil investigation has not, to our knowledge, been performed. Met with Durham Parks Representative, Jim Murphy. The jzrading contractor has already laced approximately one foot of fill on the south extension of the pad. Material being laced on the south side (extension) of the pad is being borrowed from the existing portion of the original building ad. The existing portion of the pad is being lowered approximately 0.8' to provide the fill material for the extension. The portion of the pad described as "exisitin " had been constructed in November of last year. Changes to the proposed project have increased the pad size. We performed testing of both the original fill (described above as north side) and the new portion. Samples of soil taken from beneath the test sites have indicated some blendin of the native soil and the import material. Material being laced appears to be pumping. Advised the grading contractor that the pumping condition does not appear to be excessive at this time but that care should be taken to avoid material any wetter than that in place. Departed job site at 1430 hrs. The moisture density curve was performed on on a blend approximating the on site conditions. Results of our field density tests indicate satisfactory relative compaction better than 90% when compared to the laboratory moisture density curve.
