Attn:—':,Deputy Sheriff' Chandler ___Re: _Theft of water from the Durham Irrigation District _ Dear Deputy; The Durham I.r,rigation District (DID) is the Public agency that supplies domest'ic'water and fire protection water to custo- mers within the -District: New accounts, within the District, pay a meter fee or.an:.annexation:.!fee to the District for water service hookup, and monthly service charges thereafter. Jerry Price inquired early last year about water service to - a residence that he was building at 2379 Epperson Way. He was informed about the necessary fees. The unit he was building was, or is, a part of a Planned Unit Development (PUD) and there was a question at the time whether his unit was in the Condominimum association or not. The DID had an agreement with the PUD on the cost of'hookup which was less than our normal charge. I have not heard back from Mr. Price since. In August of 1995, It was quite obvious that someone was living in the house. I made an inquiry at the County Building Department as to whether or not a certificate of occupany had been' issued. The Building Official said that it had not issued a final inspection for the residence and that no one should be living in the house. I then asked the Building Department to put a hold on the final inspection pending satisfactory arrangements with The Durham Irrigation District for water service. The Building Department honored my request. This action has still not brought any response from Mr. Price and, it is also quite obvious, Mr Price has exposed an underground main water line, physically installed a water service connection and opened the valve to supply the unit with water. If the builder or owner of the property had established an account in August (based on our flat rate charge for a 3/4 inch service) and not paid any bills, there would be $129.65 in water service charges and penalties, $6.00 in utilitiy user tax and a $650.00 meter instal.lation fee owing•.fo.r a':total of $785.65. Durham Irrigation Di:stric, is primarily made up of retirees, social security recepients;' low•income residents and renters. It is patently unfair to them to allow someone to use their service without paying their fair share. Eight months is a conservative estimate as to the many months that water at this residence has been used without payment. The District does not shut off water service to a residence on the advice of attorneys who suggest that the persons occupying the residence may not be aware of the non-payment and may have health problems that could be comp 1 icated .by ; lack .of : water::...• .
