AP No. 40-26-03 Gentlemen: At the request of Mr. Merlo, I have investigated the flooding potential of the above referenced building site. The recently adopted flood insurance rate map indicates that this site may lie within a special "Zone All flood hazard area inundated by 100 -year flood from Butte Creek. The base flood elevation has been approximated for this particular area based on an analysis prepared by the F.E.M.A. consultant and provided to us by the Butte County Department of Public Works. The consultant's analysis was based upon "the best available information" which included the U.S.G.S. quad sheets and is not a final design. Because the analysis ignored the existing levee system it is very conservative and is acceptable as a reference until a more complete study is prepared. A reference benchmark, spike in a power pole located near the existing barn, has been set. The elevation of the spike is 156.47 U.S.G.S. The 100 -year flood elevation is 157.9. The top of the existing concrete slab at the barn is elevation 156.14. The finish floor of the barn shall be above the 100 -year flood elevation, or, a stemwall shall be constructed and the building plate on top of the stemwall shall be set above the 100 -year flood elevation. In this case, the finish floor MAY be below the 100 -year flood elevation, however, it MUST COMPLY with all FEMA FLOOD PROGRAM requirements.
