The recently adopted flood insurance rate map indicates that this site lies within a special flood hazard area inundated by 100 -year flood from Butte Creek. The base flood elevation has been approximated for this particular area based on an analysis prepared by the F.E.M.A. consultant and provided to us by the Butte County Department of Public Works. It should be noted that the consultant's analysis was based upon "the best available information at this time" which included the U.S.G.S. quad sheets and is not a final design. Because the analysis ignored the existing levee system it is very conservative and is acceptable as a reference until a more complete study is prepared. A temporary benchmark (spike in the asphalt at the northeast corner of the driveway near the west edge of Lott Road) has been set near the building site. The elevation of the temporary benchmark is 147.81 U. S . G. S . based upon County-Benc-hmark TBM # 12A, Lott Road 3- Wire Levels, RD #41273, Page 16. An addi_. tional temporary benehin'ark. (the northeast corner=of-th-e-concrete slab`adjacentato the mobile home -ad) has _.als.o-...been=set and_has an elevation of 147.86. Based upon linear interpolation of the F.E.M.A.c- onsul'tant's cross sections, the finish floor elevation of the residence shall be at elevation150 92 o above:in=order to=be-above the 100 -year flood (approximately 37 inches above the concrete slab jD. Personnel, the Administrative Office, and the Board of Supervisors are very concerned that these increases will have a serious, and in some cases critical impact on employees. There has not been any direct response to employees who have petitioned for this assistance. This is because labor law that applies to counties requires contacts with employees regarding representation issues to be with the recognized employee organizations. You should be aware however, that the County has been in contact with employee organizations and opened the meet and confer process on this issue. In earlier notices on this subject, a deadline was given regarding options to change dental coverage. This deadline is being extended to the following date due to the move of the renewal from November 1, 1991, to December 1, 1991. Dental plan change forms are due to the Personnel Department by 5:00 p.m. October 25, 1991. The Health Plan Review Committee is continuing to meet and explore options that in the long run may help to reduce these on going problems with obtaining Health Benefits Coverage. They will be meeting again in the next few weeks to review the status of Blue Cross efforts to establish a Health Maintenance Organization (HMO) locally and review other coverage options for next year. The recently adopted flood insurance rate map indicates that this site -lies within a special flood hazard area inundated by 100 -year flood from Butte Creek. The base flood elevation has been approximated for this particular area based on an analysis prepared by the F.E.M.A. consultant and provided to us by the Butte County Department of Public Works. It should be noted that the consultant's analysis was based upon "the best available information at this time" which included the U.S.G.S. quad sheets and is not a final design. Because the analysis ignored the existing levee system it is very conservative and is acceptable as a reference until a more complete study is prepared. A temporary benchmark ( spike in the asphalt at the northeast corner of the driveway near the west edge of Lott Road) has been set near the building site.
