Gentlemen:
At the request of Mr. Maynard, I have investigated the flooding
potential of the above referenced building site. The recently
adopted flood insurance rate map (#060017 0225 B) indicates that
this site lies within a special flood hazard area inundated by 100 -
year flood from Butte Creek. The base flood elevation has been
approximated for.this particular area based on an analysis prepared
by the F.E.M.A. consultant and provided tous by the Butte County
Department of Public Work's. It should be noted that the
consultant's analysis was based upon "the best available
information at this time" which included the U.S.G.S. quad sheets
and is not a final design. Because the analysis ignored the
existing levee system it is generally conservative and is
acceptable as a reference until a more complete study is prepared.
A temporary benchmark, southeast corner of the concrete garage
apron, has been set near the building site. The elevation of the
temporary benchmark is 175.31 USGS. Based upon linear
interpolation of the F.E.M.A. consultant's cross sections the 100 -
year flood elevation is 177.1. The building plate on top of the
stemwall shall be above the 100 -year flood elevation. The finish
floor WILL be below the 100 -year flood elevation AND MUST COMPLY
with the FEMA FLOOD PROGRAM requirements identified in a memo from
J. F. Glander dated October 13, 1989, a copy of which is attached.

EXPIRATION OF APPLICATION
Applications for which a permit has not been issued, will expire by limitation one year after date of application. In order to renew
action on an application after expiration, a new application, plans and fees will be required.
FEE REFUNDS
Refunds can only be made upon writtten request by the person who paid the fee. The request must be made within one year from
the date of fee payment on permits not issued, and one yearfrom the date of permit issuance for permits issued; however, on issued
permits refunds can only be made if no construction work has been done. Filing fees, plan checking fees for work plan checked
and other department costs are not refundable.

Buildings located in designated flood areas generally must have the lowest
floor elevated at or above the 100 year flood elevation.
"Lewe'st Floor" means the'lowdst floor of -the lowest' enclosed area (including
basement). An unfinished or flood resistant enclosure, usable solely for
panting of vehicles. building access or storage in an area other than a base-
ment area is not considered a buildings lowest floor; provided that such enclo-
sure is not built so as to render the structure in violation of the applicable
non -elevation design requirements.
IF the floor ;Ls not elevated aed the structure is exempt from the "lowest
floor requirement," (see above), then the following must be done:
(a) building designed and anchored to prevent floatation, collapse or
lateral movement. (b) bv:Udin$ is constructed with materials resastar±r-
to flood damage. (c) building constructed by methods and practicas
that minimize flood damage. (d) electric, heating, ventilation, plumbing
and air conditioning equipment and other service facilities shall be
designed and/or located so as to prevent water from entering or accumul-

1) Building, is anchored to concrete stemwall system with conventional
-anchor bolts.:
2) Building plate on top of stemwall to be at or -'above the 100 year
flood elevation. (Plate height less than 24" above grade or engi-
neered design requilred.)
3) Electrical, heating, ventilation, plumbing and AC equipment and facil-
ities located above the plate, (100 year flood elevation).
4) At least 2 openings is exterior walls, located on opposite or adjacent
scalls with a total net area of not less than 1 sq. inch for every
sq. ft. of enclosed area..
5) The bottom of the openings shall be no higher than 1 foot above grade.
6) The openings may be screened or covered with other devices that will
permit automatic entry and exit of flood aster.
7) Lowest Floor Declaration form signed by property owner.
On residential buildings where the "lowest floor" is elevated at or above
the 100 year flood elevation, the crawlspace must comply with items 3, 4, 5 and
6 above.
