Project site is a fenced yard for parking of construction
equipment. The y'ard is enclosed by a chain link fence and
has a gravel surface. There are no plants or animals oi! the

The area surrounding our sit 0 is composed of various industrial
busines8esi On the west side of the Midway is an electrical
substation for P..G.6E. The area to the north and east is unoccupied
land and railroad right-of-way. The South side is used by a steel
fabrication firm, All surrounding areas are industrial oil intended
for that use, and do not have any significant plant or animal
occupantv,. Our installation of an underground storage tank would
cause minimal disturbance to this area because we would be able to
restore the area to its or! Lginal condition.

trucks to the underground tanks. The Butte County Air Pollution
Control District has submitted. their comments which include:
1) Notifying the district when construction is complete and prior
to operation. 2) Construction to include Air Resources Board
approved Phase I vapor recovery equipment providing 90 percent or
greater 'vapor recovery on storage tank loading operations. 3)
Acceptance of their permit is deemed to be acceptance of the permit
conditions Specified.

tank installations be und.cTgvound only. The Environmental Health
Department commented, that the storage tanks n Od to be installed
clear Of septic tank and leachlines. The commeents of tile Butte
County Sheriffts Department regarding cement curbing or a diversion
channol were previously mentioned.
Supplemental fire protection measures should be Provided on the site.
A chemical fire extinguisher, suitable for handling a gasoline or
diesel fire, should be available nearby the dispensersi The Fair
Street fire station could respond to a fire within a few minutes.

dated June 24, 1981 and a setter from PG&E --copies of which had been
furnished the Commission indicating that they Ivill not permit the in.
stallation_of fuel tanks within their easements for transmission lines.
Proponents: Michael rarberger, assistant district manager for West Valley
Construction, said that he saw no problems with proposed conditions, fur-
ther that they had s-everal alternate locations for the tanks and they
could certainly be located so that they would not be 'within the easement
of PG&E.
