Prior to improvement plan approval and/or before initiating any site improvements, provide Waste Discharge Requirements issued by the Regional Water Quality Control Board (RWQCB). B. Prior to initiating any grading or site improvements, submit improvement plans for review and approval for the construction of a community sewage collection and disposal facility. At a minimum, these plans must meet the following standards and criteria: 1. Comply with all state and local law regarding the design, placement and construction of a wastewater disposal system; 2. The design must be included as an integral part of the grading and site improvement plans, subject to approval by both the Butte County Environmental Health and Public Works Department. 3. Provide a detail on the plan demonstrating encroachment of private sewer lines in public road rights of way. 4. The plan must be completeand detailed, submitted by a licensed civil engineer, showing a continuous flow-through system. This plan shall specify construction details with appropriate construction notes; materials to be used and show elevations of various gravity fed components in relation to site plan (commonly called a hydraulic profile cross section). This plan must be finished and detailed sufficiently with construction specifics that would allow a qualified contractor to install the facilities in accordance with the above referenced criteria. C. Prior to recording the Final Map, provide community sewage collection, treatment and disposal facilities in compliance with California State Regional Water Quality Control Board, the Butte County Code, California Health & Safety Code, Federal Law and other applicable codes and regulations governing the design, construction and operation of the facilities. D. Prior to the Final Map comply with all sewage disposal facility construction standards and health and safety requirements of the Butte County Code, California Health & Safety Code, Federal Law, and other applicable codes and regulations governing the construction of such facilities. E. Prior to the Final Map provide a community services district or other legal (government) entity adequate to insure the operation, maintenance or repair of the sewage collection, treatment and disposal facilities. At a minimum creation of the entity shall: 1. Insure financing of operation, repair and maintenance; 2. Provide qualified individuals and operational procedures for facility operations, repair and maintenance; 3. Provide adequate resources to comply with all monitoring and other Regional Water Quality Control Board Waste Discharge Requirements; 4. Provide adequate, resources, for facility inspections and reports; 5. Provide adequate resources and/or mechanism to insure adequate funding of a major sewage treatment and a disposal facility replacement or reconstruction if necessary; 6. Provide a liability risk assessment for review by the County of Butte; 7. Indemnify the County of Butte and Community Services District or other government entity for all claims and liability that may occur relative to the 42. SOLID WASTE DISPOSAL PLANS A. Storm water discharges from a construction activity that results in a land disturbance of less than five acres, but which is part of a larger common plan of development, also requires a permit.
