Sincerely, ROLLS, ANDERSON, '& ROLLS Wi 11 iam Dinsmore WD/cm cc; Jack & Beverly chambers =- sound wall, recognizing that this is in their best interests, 'The installation of such a wall should be a required mitigation measure!, Particularly, with regard to future residential development, The county, code includes an ordinance for planned unit development (P.U.D,) which' accommodates clustering and more creative site design, The P.U.D, process, properly used, may be the best available meclaanisrn, for minimizing compatibility issues in this area. TRAFFIC ISSUES: Truck traffics This may be the source of future complaints by residents of adjacent dwellings, irrespective of any true circulation problems. This is actually a land use issue due to the close proximity' of industrial and, residential uses. vfidw y'Intersection The requirement that the subdivision contribute a pro rata share for a left -turn lane at Midway is appropriate. However, it seems likely that the intersection would ultimately be signalized. All parties should be paying a proportionate share of a future signal SPEEDWAY Speedway Avenue is an older rural ,road averaging approximately 17 ft. in IMPROVEMENT91. paved width, Both sides of the road are lined with mature black walnut and olive trees. The trees along the south, side are generally farther front the edge of paving than are the trees along the north side. The county public works conditions do not include any requirement for widening of Speedway, except in front of the subdivision site itself, as listed above. The Speedway is currently carrying significant truck traffic from the Knudsen operation as well as residential: traffic from the four houses - fronting Speedway, and possibly incidental traffic servicing the rear of houses adjacent to and easterly of the old railroad right of way. Vehicles meeting in opposing directions are forced to pull partially off the paved Section to pass. This is especially true, and especially hazardous; when a private car meets an eighteen wheel' truck. Thesed subdivision and buildout of 'adjacent parcels in accordance with thepropaSR-1 zoning would increase the residential traffic by roughly 500 daily trips.. In of lite veru ►:arrow width Of the rn,.,pd and the naturgf`the traffic CONCLUSION: we_would' stroneN recornnte'nd that w 9f Speedway be rMit•ed rp for ta- any residential develalauntin the area. The Chambers subdivision raises land use compatibility issues which are not, effectively mitigated as currently proposed and. conditioned ty the County o£ Butte. Effective legal notice to the residential'buyers' asound will and sound -resistant dwelling construction are extremely important eluents to Minimizing' uture rrcaIdnisr d offstte public im.proveme 6 Traffic -related issues an improvements are inadequate t handle the increased traffic in view of the dangerously narrow width of; Speedway. The road should be widened at,leask to allow smooth passing of traffic within the raved sectioi, if not to full county standards. ua 2 '• SI B_ OF TNh' J f. ENT4ER RANCHT 21W RI.ZE.
