The hearing was closed.
It was moved by Commissioner Lambert, secondtd by Commissioner Lynch, and
unanimously carried for approval as follows:
A4 Find that the requirements of CEQA have been completed and considered in
making this decision, and adopt a Mitigated Negative Declaration; and
Bi Find that the project could -have a significant effect on the environment,
but will not in this cast because of the adopted mitigation measures
attached; and
0. Find that the proposed use of the property will not impair the integrity and

The :referenced development is located within the area served by Park
view Elementary School, Chico Junioar. High School and Chico Senior High
School. Based on the average number of students per residential unit.,
it is projected that this development would result in 232 elementrary
students, .099 junior high students and «099 senior high students.
Please be advised, as per Government Code Section 65973, the schocl,s
in the District are already, overcrowded; however, Butte County
ordinance No. 2463 was enacted to enable the District to meet
elementary housing needs and those needs should be adequately met
during the 1985-86 school year. it is anticipated that the junior and
senior 'high schools in the District will be able, in existing
facilitiesi to accommodate projected enrollment increases during the.
upcoming year. The school overcrowding is substantiated by comparing
the DLstrict's enrollment and increased numbers of students to be
generated by proposed residential devlopments to the District's school

Given the current school, attendance boundaries, the impact of proposed
residential developments on Pariview elementary School, Chico Junior
High School and Chico Senior High School is as follows:
l•. Pariview Elementary School can accommodate 43 additional
students in specified grades and the proposed residential
developments in the school attendance area will generate 366
additional elementary students.
2. Chico Junior High School can accommodate 51 additional
students and the proposed residential developments in the
school attendance area will generate 395 additional
junior high school students.
3 Chico Senior High School can accommodate 557 additional
students and the proposed residential developments in the

The District is not opposed to approval of the referenced development

Please be advised, as per Government Code Section 65973, the schools
in the District are already overcrowded; however, Butte County
Ordinance No. 2463 was enacted, to enable the District to meet
elementary housing needs and those needs should be adequately met
during the 1985--86 school year,. it is anticipated that the junior and
senior high schools in the District will be able, in existing
facilities, to accommodate projected enrollment increases during the
upcoming year. The school overcrowding is substantiated by comparing
the District's enrollment and increased numbers of students to be

Given the current school attendance boundaries, the impact of proposed
residential developments on Pariview Elementary School, Chico Junior
High School. and Chico Senior High School is as follow$:
14 Pariview Elementary School can accommodate 43 additional
students in specified grades and the proposed residential
development: in the school attendance area will generate 366
additional elementary students.
2 Chico Junior High School can accommodate 51 additional
students and the proposed residential developments in the
school attendance area will generate 395 additional
junior high school students.
3. Chico Senior High School can accommodate 557 additional
students and the proposed residential developments in the
school attendance area will generate 490 additional senior
high school. students.
The District is not opposed to approval of the referenced development
if said approval is made conditional pursuant to Section 9(b) of Butte
County ordinance No 2463. in this regard, we request that the
developer be required to place a notation on his final map stating that
issuance of residential building permits or mobile home installation or
hookup permits for residential dwelling units is subject to the
payment of school fees pursuant to Butte county Ordinance No. 2463 and
Resolution No. 85-40.
