It is a follow-up to the attached letter of March 15, 1990 which established a minimum finished floor elevation of 213.70 feet (USGS) for the shop building proposed on 6 Laguna Court off Entler Avenue. We have analyzed the capacity and projected peak flows of Comanche Creek in the reach which could cause flooding at the 6 Laguna Court property and have determined that the shop building will not impacted by backwater or overbank flows from Comanche Creek. The established elevation of 213.70 feet is fully sufficient to protect the structure from flood damage during the 100 -year flood event. Our evaluation included field surveys and hydraulic modeling of Butte Creek.in.the area potentially affecting the property using the FEMA approved HEC -2 computer program. The results indicate that there is more than three feet of freeboard between the calculated 100 -year water surface profile of Butte Creek and the top of the levees in the reach which could cause flooding at the 6 Laguna Court property. - Because the freeboard in the area affecting 6 Laguna Court is greater than the FEMA standard for.levee failure of three feet, the 100 -year flood elevation at the site has been .e stablished based.on an analysis of the local drainage and runoff rather than flooding caused by breakout flow from the Butte.Creek channel. - The minimum finished floor elevation determined for the subject property based on the -100 -year. flood is 213.70 feet ..above mean sea level (U.S.G.S. Datum). A nail in a fence post.on the North edge of the property adjacent to the shop location has been set with -an -elevation of 214.40.feet .(USGS). The minimum.finished floor elevation is 0.70 feet (8.4 inches) below this point.
