The'laod owners believe filing maps is the most effective way of implementing good planning. Maps provide a means of segmenting issues for increased scrutiny.:: Maps do the following: 1 - Surface certain -issues. - Gail for precise definition and decisions. Provide right-of-way for roads and utilities. Further questions can be directed to the land owners. The Foundation has found the land owners . quite will ng to respond to 1 - QUESTION 3: Why should the county approve this map? RESPONSE: The map conforms to the zoning and the general of the county. No le islative act is 9 .'plan act.. requested, only an administrative It is the only step left between the'Foundation and a; sizeable gift. There: is no opposition from adjacent land :owners Which we are aware. or neighbors of The county has mapped the property in 1991{ PP' p Prty before.: Once in 1990 and again 'No questions were raised at that. time. QUESTION'4: Why does the University FOUndati0il, nof want to da an RESPONSE: Many studies have been done --copies of whiCh the county has from previous applicati ons. There; the site. are; no endangered species on It should take considerable time and money. What would be the benefit at this point and time? The land, wildlife; and ecology have prospered well for 100 years in 0 vate hands, No change use 'is ;n planned;at this time. Tile Foundation's goal is to secure ownership, not t property. Why does the Py a study the count y want an E: R. when there is no change in use? Now, does this benefit the county?' I +t n QUESTIONS 9; Are you planning to annex to Chico? `} RESPONSE 1he.Foundation's first goal is to,gain `ownership. When ownershp is secured, the FoUndation will begin focusing on other issues. The Foundation has no applications pending with Chico. There is no obligation to apply to, Chico. Chico is in the process of revietifi)g its general plan. The City of ' Chico may or m-± not demonstrate' any interest in annexing this area. With changes ire the county planning and processing structure and the county 'updating its general plan, the Foundation is waiting to see what the county has planned for this area. QUESTION 10 Will drainage -downstream in Durham be a problem? RESPONSE: No development activity of any kind is planned at this l' time. If any development takes place, the Foundation canbe expected to act responsibly with "no net increase" in run-off from its property; Currently, the, Foundation has employed the Chico civil engineering firm of Rolls, Anderson, 'and Rolls to assist With the parcel map. Thiis firm has a long history Ath this property and the Foundation. QUESTION 11: Why did the Foundation not use Sieve Honeycut,cr 'Tom DeGiovanni to assist with the parcel map? They know a lot about the property. RESPONSE: This a simp,ie map, not a community plan: Rolls, Anderson, and Roll's are the surveydes who had pro cess ed'the two previous maps on this pro11 perty. If the; county would like to employ and compensate Mr. Honeycut and/or Mr.,OfGioyanni, the 'r`oundation has no objection to working with them if that would heip the county, , v 4W j r QUESTION 2 Is the Foundation, capabl a 'o - p f. dealing, with a`high powered developer and his San Francisco attorney?, RESPONSE: The short answer is yes. The longer answer provides the following insights. Foundation has thought and worked on this , project for about; four Years. - The Board .of Governors is experienced,, c;autlous> and prudent:.. - Foundation has hired competent legal assistance to work on this i project. t Rolls, Anderson, and Rolls provides sound engineering help. Foundation has an option and is ender no obligation to proceed. Ther Foundation's experience suggests that these are honorable:people With good intentions. Does the county have any experience with thesi,R people to the contrary? , QUE5IION 13: Whyi!s the Foundation' p ressing for the 40 acre, lot ni mimum size. RESPONSE* For the record, the Foundation is not. The parcel of - record is 1,180 acres. The maximum number of parcels would be 20. The Foundation is requesting less than half that amount its :with request of 13 parcels. The average;,size is ,just over 90 acre (1)180/13. The Foundation is trying to follow county rules which shows clearly It his area to be zoned 40 acres. r a t The Untversity F-oundation California State University, Chico Chico, California 95929=8246 (916898-684:6_ 1p . I Tire land owners believe filing maps it the most effective way of Implementing good planning. Maps provide ;i means of segmenting is ues for nncreased scrutinygaps do the following: - Surface certain issues.: - Call far precise definition and decisions. - - provide right-of-way, for' roads and utilities. { Further questions can be directed to the 'land owners. The Foundation, has found the land owners quite willing to respond to questions,: QUESTION 3 Why should the county approve this _map? RESPONSE4 The map conforms to the zoning and the general plan of the county. No legislative act is requested, only an administrative acts 1t is the only step left betwsen the .Foundation and a sizeable Clift. There is no opposition from adjacent land owners ,or neighbors of which we are aware. The county has mapped the property before. Once in 1990 and again ` in 1991. No questions were raised at that time. The county en.videnmental check list log number 91-02.-05-01, file number 040.600-001 dated February 2, 1991, page 1 item A-10 states 40 acre density is possible. t QUESTION 4i Why does the University Foundation not want to do an LIA.? RESPONSE: Many studies have been done --copies of which the county has fr6m previous applications. There are oo endangered specieson `the site. It would take considerable time and money. What, would be the benefit at this _point. `and lime? The "land, wildlife, and ecology have prospered well, for 100 years in private hands No change Uuse is pl`antied at this time. The Faundation's goal is to secure ownership, not to study the property. 'Why does the county want an E.I.R. when there is no change in use? Howidoes"this benefit; the county? Ploo.
