Based on this review plus our conversations I' recommend that the proposed septic system be protected from flooding by irrigation water by constructing low berms around the system. Flood irrigation waters in the area of the subdivision originate from the adjacent irrigation district ditches and "sheet" flow by gravity. It is my opinion that the maximum depth of flooding from these waters will not exceed 2" to 3" in the area of the proposed septic system as shown on the plan submitted by Mr. Ybanez. I believe that a berm approximately 12" in height would be adequate to properly protect the system. This would allow for some aging where it will undoubtedly loose some height, and still provide a minimal freeboard of 6". Box 1190 Durham, CA 95938 Attn: Mr. Lewis Ybanez We have completed an Expansion Index (EI) Test per the 1997 Uniform Building Code (UBC) Standard 18-2 on a sample of soil obtained from the building pad of the Ybanez Residence located at Skillian Estates (Lot #4) in Durham, CA. The soil sample was obtained by our personnel along the south side of the proposed building slab location, at a depth ranging from 12" to 18" below original grade. The soil in the area of the building pad appeared uniform and the sample taken below grade visually resembled the surrounding surface soils. The result of this test was an EI = 49. Table 18-1-B of the UBC classifies the soil as having a "Low" potential for expansion. The Butte County Building Department requires recommendations for mitigating the effects of soil expansion if the EI exceeds 20.
