This set of plans and specifications MUST be kept on the job site at all times and it is unlawful to make
any changes of alterations on same without written permission from the Building Division, County of
Butte.
All materials and workmanship shall be in accordance with recognized good practices and of a quality
prescribed for the specific use in the 1998 California Building Code (1997 U.B.C), 1998 California
Plumbing Code (1997 U.P.C.), 1998 California Mechanical Code (1997 U.M.C.), and the 1998 California
Electrical Code (1996 N.B.C.)
GENERAL REQUIREMENTS
Exit doors shall swing in the direction of the path of exit travel where the area served has an occupant load of 50 or more
(Uniform Building Code section 1003.3.1.5).
Uniform Mechanical Code section 307.3: Mechanical equipment in attics shall be provide with the following:
An access opening large enough to remove the largest piece of equipment, but not less than 30 inches by 22 inches.
An unobstructed passageway which:
Is large enough to remove the largest piece of equipment but not less than 30 inches high and 30 inches wide.
In no more than 20 feet in length when measured along the center line of the passageway from the access opening to
the equipment, and
Has continuous solid flooring not less that 24 inches wide throughout its length; and
A level service space at least 30 inches deep and 30 inches wide located at the front or service side of the equipment.
Provide lights, switches, and receptacles for maintenance of mechanical equipment (Sec.306, U.M.C.)
Floors and walls in Water Closet Compartment and Showers (UBC section 807).
Provide safety glazing in all hazardous locations (U.B.C. section 2406).
Full access to the disabled must be provided for the specific area of remodel, repair or addition. Additionally, 20% of the
cost of the project must be invested in access features for the existing area of the building.
UBC 11338.8.5 Detectable warnings at hazardous vehicular areas. If a walk crosses or adjoins a vehicular way, and the
walking surfaces are not separated by curbs, railings or other elements between the pedestrian areas and vehicular areas,
the boundary between the areas shall be defined by a continuous detectable warning which is 36 inches wide.
UBC 1117B.1 Water Fountains (Drinking). In new construction, where only one drinking fountain area is provided on a
floor, there shall be //a drinking fountain that is accessible to individuals who use wheelchairs in accordance with Plumbing
C ode Sel tdon I <0.0 and one accessible to those who have. dff—cult] bending DU or stooping, I Ills can be accommodated by
the use of "hi -low" fountains, or by such other means as would achieve the required accessibility for each group on each
floor. The water fountains shall be located completely within alcoves or otherwise positioned so as not to encroach into
pedestrian ways. The alcove in which the water fountain is located shall not be less than 32 inches in width and 18 inches
in depth.
Stairways — UBC 11338.4.4 Striping for the visually impaired. The upper approach and the lower tread of each stair shall
be marked by a strip of clearly contrasting color at least 2 inches wide placed parallel to and not more than 1 inch from the
nose of the step or landing to alert the visually impaired. The strip shall be of material that is at least as slip resistant as the
other treads of the stair.
Electrical, mechanical, and plumbing construction (not plan reviewed) shall comply with the current editions of the
National Electrical Code, Uniform Mechanical Code and Uniform Plumbing Code. t

❑ Your parcel lies within a designated 100 -year flood plain. Finish floor, electrical, HVAC
equipment and services shall be a minimum of one foot above the elevation shown on the attached
Flood Elevation Certificate. A Post Flood Elevation Certificate will also be required
Note: We will normally accept the following as compliance with the flood elevation
requirements:
1. Building is anchored to concrete stemwall system with conventional anchor bolts.
2. Building plate on top of stemwall to be one foot or more above the 100 -year flood elevation.
(Plate height less than 24" above grade, or engineered design required).
3. Electrical, heating, ventilation, plumbing and air conditioning equipment and facilities located
above the plate.
4. At least 2 openings in exterior walls, located on opposite or adjacent walls with a total net area of
not less than I square inch for every square foot of enclosed area.
5. The bottom of the openings shall be no higher than I foot above grade.
6. The openings may be screened or covered with other devices that will permit automatic entry and
exit of floodwater.

All structures and equipment including overhangs shall be clear of all casements.

overhang.
Expansive soil may be encountered on this site. This condition may require the foundation to be
designed by a California registered engineer or licensed architect.

D%sai ledl Access Requirements
1. Disabled access requirements apply to not only the person that is confined to a wheelchair, but also the visually
unpaired, hearing unpaired, and those suffering from a physical condition that limits their ability to maneuver.
2. Of equal importance and concern is the fact that we have an aging population where it is estimated that more than
one half of all Americans will be over 55 years of age by the year 2010.
3. The current accessibility requirements (The California code of Regulations, Title 24) became effective on April
1, 1994. Title 24 is all that Butte County enforces, not A.D.A.
4. Parking Space Sim Accessible parking spaces shall be located as near as practical to a primary entrance and shall
be sized as follows:
a. Where single spaces are provided, they shall be 14 feet wide and outlined to provide a 9 foot parking area and a
5 foot loading area on the passenger side. Two spaces may be provided within a 23 foot wide area lined to provide
a 9 foot parking area on each side of a 5 foot loading area in the center. The minimum length of each parking space
shall be 18 feet.
b. One in every eight accessible spaces, but not less than one, shall be served by an access aisle 96 inches wide and
shall be designated van accessible. 3107A(b).
5. Arrangement of Parking Space. Each parking area shall be provided with a bumper or curb to prevent
encroachment of cars over the required width of adjacent walkways. The space shall also be located such that
persons with disabilities are not compelled to wheel or walk behind parked cars other than their own. Ramps
located at the front of accessible parking spaces may encroach into the length of such spaces when the
encroachment does not limit the usability of the space. 3107A(b)3.
6. Slope of Parking Space. Siaface slopes of accessible parking spaces shall be the minimum possible and shall not
exceed 1/4 inch per foot in any direction. 3107A(b)4.
7. Identification of Parking Spaces (oil street facilities). Each accessible parking space shall be identified by a
permanently posted reilectorized sign adjacent to and visible from each space. The sign shall contain a profile view
of a wheelchair with occupant in white on dark blue background. The sign shall not be smaller than 70 square
inches and when in a path of travel shall be posted at a minimum height of 80 inches above finished grade. Signs
may also be centered on the wall at the interior end of the parking space at a minimum height of 36 inches. Spaces

located so that it is visible to a traffic enforcement officer when a vehicle is properly parked in the space and shall
be 36 inches high by 36 inches wide. 3107A(c).

9. Multi -Story Buildings: Offices of health care providers and buildings that are 3 or more stories and more than 3,000
square feet per floor will require a Elevator or Ramp. 3103.A.
10. Building Accessibility: New buildings must be fully accessible including path of travel, sanitary facilities, drinking fountains,
public telephones, etc. All exits from the building that are less than 24" above rade must be made accessible! 3301.(h).
11. Existing Buildings: The regulations apply to renovation, structural repair, alteration or addition to existing buildings. The
extent the of improvements that will be required to make the building comply with the Disabled Access Regulations, are
determined by "Disproportionate Costs". 3112.A.
12. Slope of Ramps: The maximum slope of a ramp that serves any exit -way, provides handicap access, or is the path of travel
shall be 1:12 (8.33 %) of horizontal run. 3307.(c.1)1.
13. Cross Slope: The cross slope of ramp surfaces shall not be greater than 1:50. 3307. (c.1)2.
14. damp Handrails: Ramps more than 30 inches above the adjacent ground or floor shall be provided with guardrails and
handrails. (Handrail height = 34 - 38). 3307.(h.1)2(1).
15. Wheel Guides: When the ramp surface is not bounded by a wall or fence and the ramp exceeds 10 feet in length, a wheel
guide shall be required. 3307.(h.1).
16. Stairways ® Striping for the Visually Impaired: For interior stairs, the upper approach and the lower tread of each stair shall
be marked by a strip of clearly contrasting color at least 2 inches wide, placed parallel to and not more than 1 inch from the
nose of the step or landing. For exterior stairways, the upper approach and all treads shall be marked by a strep of clearly
contrasting color at least 2 inches wide and placed parallel to and not more than 1 inch from the nose of the step or landing.

17. Risers: Open risers are not permitted. 3306. (r)3.
18. Doors: The bottom 10 inches of all doors except automatic and sliding shall have a smooth, uninterrupted surface to allow
the door to be opened by a wheelchair footrest without creating a trap or hazardous condition. The maximum effort to operate
doors shall not exceed 8-I/2 pounds for exterior doors and 5 pounds for interior doors. 3304.(1.2).
19. 'Toilet Facilities:
i. Separate Facilities: Where separate facilities are provided for non -disabled persons of each sex, separate facilities shall be
provided for persons with disabilities of each sex also. 3105A(b)LA.
ii. Passageways: Doorways leading to toilet facilities shall have a clear unobstructed opening width of at least 32 inches. A level
and clear area for a minimum depth of 60 inches in the direction of the door swine as measured at right angles to the plane of
the door in its closed position, and 44 inches where the door swings away from the level and clear area. The width of the level
area on the side to which the door swings shall extend 24 inches past the strike edge of the door for exterior doors and 18

General Requirements for Toilet Facilities: There shall be a minimum clear floor space within the toilet room of at least
60 inches in diameter. No door shall encroach into this space! The flush activator shall be located on the wide side!

21. Height of work Surfaces: The tops of tables and counters shall be 28 inches to 34 inches frons the floor or ground. Where
a single counter contains more than one transaction station, such as (but not limited to) a bank counter with multiple teller
windows or a retail sales counter with multiple cash register stations, at least 5 percent, but not less than one, of each type of
station shall be located at a section of counter that is at least 36 inches long and no more than 28 to 34 inches high. Exception:
Knee clearance is not required at checkout counters or service counters. 3105A(1)3 &4.
Forward Beach: The maximum high forward reach allowed shall be 48 inches with a minimum low forward space is 15
inches. 3105aoh4.0
Side Reach: If the clear floor space allows parallel approach by a person in a wheelchair, the maximum high side reach shall
be 54 inches and the low side reach shall be no less than 9 inches above the floor. 3105A(h)4.D.
22. Alarms / Emergency warning systems: If emergency warning systems are required, they shall activate a means of warning
the hearing impaired. 3103A(h)F.
