The present zoning is FR-S (Foothill Recreational, 5 acre parcels). The Land Use Plan Map of the butte County General Plan designates this area as Foothill Area Residential. There are no specific or community plans for the area. The California Department of Fish and Same has i-ndiceated that this project will reduce winter deer range in the area. Therefore, denial of the project is recbmmended pursuant. to Section 66474(e) of the California Nap- Act regarding wildlife. The applicant has, submitted proposed mitigation measures designed to reduce impacts to the deer herds. These have been forwarded to the Department of Fish and Game for their comments. Accordingly, on Thursdays May 10, 1984, the author conducted an intensive, on-:Foot survey of the parcel area delineated on the attached Project Location Map. The parcel consists of approximately 18 acres of ti.mbered.and brush covered land located about 1/2 mile northeast of Yankee Hill and 1/2 mile" southeast of State Route 70, within a portion of the northeast quarter of Section 3, Township 21 North, Range 4 East, M.D.M., of the U.S.G. S. Chero kee, California (1970) 7.5t Series quad. The current proposal calls for subdivision of the parcel and future residential development,In view of the potential negative effects of the proposed future development to culm tural resources which might be located within the parcel, the Butte 'County panning Department recommended that the present archaeological inventory and assessment be undertaken prior to final project approval. I Records 'Search Prior _to going into the field the archaeological records maintained by the Northeast California ,Infotpation Center at Chico were examined for any existing recorded prehistoric or historic sites. In addition, the National Register of Historic Places was also consulted;(USDI 1983), Neither of these records indicated any sites currently recorded within or`ir nediately adjacent to the project area. b' ethnographic # As regards etlmo a hic affiliation the project area is located within territory which was occupied by the Konkow Indians (Riddell 1978: Figure 1, citing primary ethnographic sources including Kroeber 1925 and Dixon 1905). g A Tar e number of site types have been recorded for these Indians within page Z' , the ,general vicinity, including large middens with .surface features such as petroglyphs, house pit depressions and mortar holes, food processing sites such as bedrock mortars.and metate slicks, and sur- face scatters of lithic debitage and artifacts unaccompanied by other surface .features or midden accumulation (see Jensen 1982). Archae- o:l.ogically, the area is quite sensitive and contains a high density of cultural resources, Fieldwork As noted, fieldwork for the present project was conducted by the author on Thursday, May 10, 1984 Portions of the parcel have been disturbed by past road grading and earlier logging activities. Un- disturbed areas are heavily forested with muted conifers and oaks or dense stands of brush, including especially manzanita'and Ceanothus Nevertheless, it was possible to examine the surface of the Marcel by Walking 15 -20 -meter wide transects along hinside;contours: Ground cover modifications, involving duff and slash removal, were undertaken, periodically in order to expose the ground surface for inspection. It should be noted that duff and slash covered much of the parcel, surface and obscured ground surface visibility in many areas. Fieldwork Results 'and RecoMmenciatiohs No evidence of prehistoric or.,significant historic use/occupation. was observed within the project area. In view o£ the negative results achieved duringfieldwork and the records search, archaeological clear- ance for the proposed subdivision is recommended.
