Similar provisions are found in both the California Civil Code and the 2013, California Green Building Standards Code. This informational bulletin has been issued by Butte County to clarify how these regulations shall be applied by this jurisdiction. Each one of these codes and regulations make reference to the requirements for replacement of non- compliant plumbing fixtures with water -conserving plumbing fixtures when a property is undergoing alterations or improvements. The definition of an "alteration" in the California Building Standards Code is "Any construction or renovation to an existing structure other than a repair or addition." Based on this definition, any building permit issued for the repair or maintenance of an existing structure would not be subject to the requirements of Senate Bill AB 407. With respect to "alterations", Section 301.1.1 of the California Green Building Standards Code specifies the requirements shall apply only to the specific area of the addition or alteration. (Please refer to the attached flowchart, and CALBO Legislative Analysis for further clarification) Solar Photovoltaic Systems have been aggressively promoted in the State of California with directives and recommendations from the Governor's Office and the State Legislature, and to facilitate their installation and use.. For example, Senate Bill SB 1222 was enacted to provide guidelines related to the reasonable cost of permit fees for the installation of rooftop solar energy systems. The application of SB 407 when a solar photovoltaic system is installed on an existing building would incur additional costs and associated permit fees which would be in conflict with the requirements and intent of SB 1222. Based on this, and the provisions of the California Green Building Standards Code related to the specific area of the alteration, Solar. Photovoltaic Systems shall not be subject to the requirements of SB 407. INTRODUCTION ' TUU This report presents the results of a geotechnical investigation for a proposed 0 f of high Cellular One communications tower to be located in the Wicks Corner ' area north of Oroville, California. The purpose of the investigation was to evaluate the surface and subsurface soil materials and based on these findings to recommend the type of foundation and relevant engineering parameters to be used in the design of the foundation. This report includes the results of the site reconnaissance and analysis and the resulting recommendations. 1.1 Project Description The project consists of the erection of a si qg' e -i 6 -foot high steel sa^^^-pok communications tower. Since the site is relative y eve , no of er site work is ' planned. Sheet 1, "Vicinity Map" shows where the project site is located relative to nearby county roads. Sheet 2, "Location of Test Pits" shows the location of the proposed pole tower relative to Table Mountain Boulevard, the entrance roadway to ' Table Mountain Ranch, and Highway 70. ' 1.2 Scope of Investigation The scope of this exploration, as outlined in my proposal dated February 8, 1995 ' consists of the following: t1. A review of available geologic maps and literature to identify any geological or seismic features that could affect the project. 2. A surface reconnaissance of the site to further identify features that could ' affect the project. 3. A subsurface investigation consisting of logging and sampling of three exploratory borings drilled near the proposed tower site. I4. Laboratory testing of samples taken from the borings, consisting of classification tests to predict engineering behax-ior. S. The preparation of this report. Cellular One/Wicks Corner Geotechnical Report/Page 1 1 1 1 1 1 1 1 1 1 1 1 ' This report was prepared in accordance with generally accepted soils and foundation engineering practices applicable at the time the report was prepared. I ' make no other warranties either expressed or implied as to the professional advice provided. The recommendations made are based on my observations during the ' surface and subsurface investigation and laboratory test results. The scope of this exploration did not include any environmental assessment or investigation for the presence or absence of wetlands, hazardous or toxic materials in the soil, surface water or ground water. 2. SITE INVESTIGATION The subsurface investigation was performed on February 16, 1995 and consisted of drilling three exploratory borings with a BK -34 drill rig using hollow ' flight augers. The depth of the borings ranged from 3.0 to 6.0 feet. The materials encountered in the boring were sampled using a 2 inch O.D. standard penetration split spoon sampler, driven 18 inches using a 30 inch drop from a 140 pound hammer. The blow counts for the last 12 inches were recorded, and ' shown on the boring log. The samples were logged and classified by Robert Young, RCE according to the Unified Soil Classification System (Sheet 3). ' The location of the borings are shown on Sheet 2. (The locations shown are not based on survey and therefore approximate.) Detailed descriptions of the materials encountered in the borings are presented in the logs, Sheets 4 and 5. 2.1 Surface Conditions The proposed tower site is located immediately northeast of the intersection of ' Table Mountain Boulevard and the entrance roadway to Table Mountain Ranch. At the; time of the investigation the site was used for livestock grazing and had a cover of short green grass. It sloped at about 3% to the southwest and was bordered on the south and west by a barbed wire fence. ' 2.2 Seismicity ' The San Andreas Fault Zone lies 115 miles to the southwest of the sitel. This fault is classified as active and has produced many major earthquakes since the early 1800's when earthquake recording began. The "maximum credible" earthquake for the San Andreas Fault has a Richter magnitude of 8.25. Cellular One/Wicks Corner Geotechnical' Report/Page 2 _ ' 1 1 1 1 1 1 11 There is a short unnamed fault approximately .3 miles northeast of the site. The Big Bend Fault lies 14 milesnortheast of the site.. Both of these faults are classified as Pre-Quarternary faults (no movement within the last 2 million years)1 Faults in this category should not be considered dead. Evidence of recent movement may not have been observed or it may be covered by younger rocks or deposits. My field investigation did not uncover any evidence of fault movement. The 1991 Uniform Building Code, Figure 23-2 shows the site in Seismic Zone 3. 2.3 Subsurface Conditions The subsurface materials encountered in the borings consisted of a soft to firm, moist clayey silt, with gravel and cobbles to a depth of 3.0 to 6.0 feet. Essential drilling refusal was encountered at 3.0 feet, 5.0 feet and 6.0 feet in borings 1, 2 and 3 respectively. Ground water was not encountered in the borings. It should be noted however that ground water conditions may fluctuate depending on rainfall and/or runoff conditions not apparent at the time of this investigation. 3. DISCUSSION AND RECOMMENDATIONS Based on the results of the field investigation, laboratory testing, analysis and my,understanding of the project, from a geotechnical standpoint the project may be developed essentially as planned. Detailed recommendations follow. These recommendations are based on the subsurface conditions encountered at the locations of the borings and should not be extrapolated to other areas or used for other facilities without my prior review. 3.1 Site Preparation The 40 foot x 60 foot site area should be stripped of any vegetation and organic material (estimated stripping depth is 3 inches). This area should then be scarified to a minimum depth of 8 inches, moisture conditioned to near optimum moisture content and compacted to at least 90 percent of the maximum dry density as determined by ASTM D 15 5 7. 1. The base of the mat should be a minimum of two feet below adjacent finish grade. The mat should be designed to resist overturning and horizontal sliding from lateral forces as well as provide bearing support for vertical loads. The foundation design parameters to be used used are listed in section 3.2 below. ' 3.3' `Design Parameters for Pole Tower Foundation ' 1. Allowable bearing capacity of cobble bedrock (3 to 6 feet below surface) 4000 pounds per square foot for dead load ' 4500 pounds per square foot for dead plus live loads 5000 pounds per square foot for all loads including wind and seismic ' 2. Allowable lateral fluid pressure Surface to 6.0 feet below surface: 150 pounds per cubic.foot for all loads ' .3. Lateral sliding resistance 0.40 concrete on cobble bedrock ' 3.4 Building Foundations Any proposed building structures may be supported on conventional reinforced concrete continuous wall and isolated column footings which bear on the ' native materials. Footings may be designed using an allowable bearing capacity of 1200 pounds per square foot (psf) for dead loads, 1400 psf for long term live loads and ' 1600 psf for short term loading due to wind or seismic forces. All building foundations should be a minimum of 12 inches wide and be at least ' 12 inches below finish grade. 1 4. CONSTRUCTION OBSERVATION ' Variations in subsurface conditions are possible and may be encountered during construction. In. order. to permit correlation between the subsurface data obtained in my investigation and actual subsurface conditions encountered during construction and to assure conformance with the plans and specifications, a civil or Cellular One/Wicks Corner Geotechnical Report/Page 4 1 1 1 geotechnical engineer should observe the foundation excavation prior to placement of concrete and reinforcing steel. 1 I also recommend that I review the final design documents in order that the 1 recommendations be properly implemented.
