Nelson Rt 1, Box 333B Oroville, CA 95965 RE: Substandard Dwelling and Trailer, Easement off Oregon Gulch Road, Oroville, CA - AP# 41-28-156.. Dear Ms. Nelson: This department received a complaint concerning a dwelling and travel trailer being occupied on the above listed property without approved sewage disposal, water supply or building permits. The Butte County Assessor's records indicate you are the owner of the property. On July 31, 1985, while -on an investigation of reported hazardous chemicals on the property, I observed.a cabin and trailer on site. The following conditions were noted which are in -violation of the Butte County Code, Chapter 19, Section 19-4 Unlawful Sewage Disposal Methods, Chapter 22. Section 22-6 Permit Required; Chapter 31, Section 31-8 Refuse Removal; the California Administrative Code, Title 25, Chapter 1, Subchapter 1, State Housing Law Regulations, and the Cali- fornia Health and Safety Code, Section 17920.3 (a)(1), (3), (5), (10), (11), (12), (13), (14), and '(15), (f), (g), and (j); and which pose health or safety hazards to the tenants. 1. There is no sewage disposal system serving the dwelling, and an illegal pit privy in use. Shower waste drains on ground. 2. There is no water closet., bathtub or shower or lavatory in the dwelling. 3. The dwelling lacks an approved, properly plumbed kitchen sink. 4. There is no hot or cold water to any plumbing fixture.. There is no well or piped domestic water. 5. The wood stove is an unsafe installation, with improper flue, inadequate clearances from combustibles. 6. Room and space dimensions are less than required by the Health and Safety Code. V Fusako T. Nelson Page2 7. The dwelling lacks.electrical lighting or electric service. 8. The dwelling lacks weatherproofing. 9. The dwelling is not vermin proof. 10. There is an illegal garbage dump on the property and scattered about .the dwelling area. 11. There are no.permits.or records of inspection for construction'of the dwelling. These conditions shall be corrected as follows, and within THIRTY (30) DAYS from receipt of this notice.... Obtain all required permits from. the Butte County Department of Public Works, and the Butte County Department of Public Health, 7 County Center Drive, Oroville, CA, prior to making repairs.. 1. Provide a septic tank and leachfield under permit and inspection from the Health Department...Remove and backfill privy. Connect shower to septic tank. 2. Provide water closet, bathtub or shower, and lavatory in the house. Provide all required plumbing, traps, and vents. 3. Provide an approved kitchen sink, waste.drain plumbing with traps and vents. 4. Provide hot and cold running water to all plumbing fixtures. Install a domestic water well under permit and inspection from the Health Department. 5. Provide a proper installation for the wood stove with.proper flue, separation from combustibles and a hearth. 6. Obtain building permits for.the dwelling, make all rooms meet minimum are and space dimensions. Provide proper doors and windows. Provide foundations and supports as required: 7. Provide electrical service to the dwelling, with proper wiring, breaker panels, receptacles and fixtures. 8. Make the dwelling weathertight. Weatherproof walls, doors, windows, etc. 9. Make the dwelling vermin proof. 10. Remove all garbage, rubbish and debris from the property to an approved disposal site. Do not permit garbage, rubbish or debris to accumulate for over seven (7) days. 11. Submit plans, obtain permits and reconstruct the dwelling to code. This structure is currently vacant, and shall remain vacant until all repairs are made, and the dwelling brought into code compliance. The trailer shall not be occupied. Fusako T.
