Bos 364, Durham, CA 95938 t November 7, 1983 RB: Clear Creek School Restoration, AP #41-40-12 Attn: David Wells, District Manager Dear Mr. Wells: With reference to the above subject and your request for inspection of the Clear Creek School located on lower Clark Road, the requested inspection was made on November 1, 1983. The inspection revealed the following items which must be done or resolved: (1) Provide an adequate foundation system around the building perimeter. (2) Provide an adequate pier and girder floor support system throughout the building, replace damaged flooring and level the building. (3) The front porch floor construction system must be replaced. (4) The utility room (kitchen) must be completely reconstructed. '(5) The South wall of the building has s serious structural problem and must be sufficiently reconstructed to solve the problem. (6) The building must be made weathertite, including siding, windows and a fire retardant roofing. (7) The building must be rewired per code requirements. (8) The bathroom floors and walls must be protected per Section 1711, Uniform Building Code. (9) Provide two exits from.the main room to the exterior of the building. (10) The building must be accessible to the physically handicapped.. (11) The bathrooms should be made useable by the physically handicapped. (12) Provide adequate attic ventilation. The area is'presently zoned ARM -3 and a preliminary discussion with the Planning Department concerning the proposed use of this building as a community hall indicates a Use Permit would be required.. Please contact the Butte County'Planning Department and proceed with the Use Permit application, as it must be issued prior to the required building permit. It is now in order for you to submit three complete sets of plans, including. plot plan, floor plan and structural details to this office, apply for -the required permits and pay the appropriate fees. The building is the former Clear Creek School that was deeded to the D.R. & P.D. by the Durham Unified School District. Since its transfer to the D,R.& P.D., the propertyhas been used by various groups as a meeting hall.. These groups include various church and social organizations such as the Clear Creek Community Club and the Durham Saddle Pals. Several other organizations have contacted the District about the possibility of using the facility but were unable to because of its condition. The renovation work is being completed by a volunteer group from the area surrounding the site. The primary reason for the renovation is to provide a location for these and other community groups and organi- zations to hold meetings and other functions. The District feels that the intended use of the Clear Creek School is in accordance with its previous uses and the resolution of the Durham Unified School District granting the property to our District.
