Based on our observations, and review of the inspection reports available, it is our opinion the masonry on this project was constructed substantially in accordance with the contract documents. The masonry elements on this project which required Special Inspection are the lower level retaining walls and the chimney. The basement walls acted as cantilevered retaining walls during construction. In there final state however, they are supported at the upper floor level by a slab -on -grade. This top support greatly reduces the stress level should the walls be surcharged in the future. In our opinion, the lower level walls, supported at the top, would meet the minimum UBC design strength without the higher stresses allowed by Special Inspection. The most critical masonry element from a quality control standpoint is the bottom eight feet of the chimney. The omission of prism tests is the major shortcoming of the quality control process. Two of the three components of the masonry assemblage have some documentation which would tend to indicate the minimum compressive strength of the assemblage is adequate. It is unlikely the masonry units, manufactured by Basalite, are deficient. We have used Basalite CMU units many times in the past and have not had any quality control problems with their product. The grout used was a six -sack pea gravel mix with a water -cement ratio of about 0.55 to 0.6. It is our experience that a grout with these characteristics will achieve an ultimate compressive strength in excess of the minimum required. These connections were complete at this time and were found to be in accordance with AWS D1.1 for TC-U4b joint details. Weld quality was good. Bolted connections were tested using a torque wrench and were found to be very loose (100 - 125 ft -lbs).. It appears that the bolted connections have been hand tightened only with a spud wrench. Thacker PAGE NO: 1 of 1 WEATHER: Clear Fair DATE: 03-29-91 Arrived on the job site at 1000 hrs. The steel erection contractor had contacted our office and advised that their representative would be at the Hagewood residence job site to complete tensioning of the A325 high Strength Bolts. These bolts were found during our previous visit to the job site to have not been adequately tightened. Upon.our arrival at the job site the contractor was in the process of tightening the bolts. We checked the tensioning of the bolts with a calibrated torque wrench. It was noted that in nearly every case the bolts were not adequately tensioned (325 ft. lbs.). After checking several connections,"it.was noted that none of the A325 bolts had been installed with washers. It was our understanding that the connections were slip critical. After noting the omission of the washers, we contacted our staff engineer, John Sears, for verification that the washers were required. -The project engineer, Steve Gonsalves, was contacted for clarification. It was resolved that the the washers were required. We advised the contractor's representative that the washers were required, and that further checking of theolts ,,would not be necessary until the washers were installed.
