The permanent groundwater table at the site is well below the zone of influence of the planned construction and should not be a significant factor in the design or construction of the proposed improvements. Surface water infiltrating through the native and fill soils at the site may form a perched water table on top of the comparatively impervious bedrock units, especially during or shortly following high precipitation periods. The perched water will flow downslope along the top of the bedrock or through fissures in the rock. Perched water may give rise to seepage within the soils in areas where the bedrock is located at shallow depth. Construction of swales or subdrains extending at least one foot below building pad levels and at the base of the slopes as well as subdrainage may be necessary to mitigate potential perched water problems within building pads. Utility or other deep construction excavations approaching the rock surface may experience perched water inflow. During the wet season, surface runoff can saturate surface soils. Saturated soils will be unstable under construction equipment, requiring considerable aeration in order to achieve a moisture content which will allow compaction to be achieved. This prospect should be considered in construction scheduling. For a better understanding of subsurface conditions, reference should be made to Plates 2 through 17, Log of Test Pit. EXCAVATION CONDITIONS Our work indicates that the existing site soils can be excavated with normal earthmoving equipment although large rocks and boulders may be encountered. Our test pits as well as our experience with construction in similar soil/rock settings indicates that the underlying mudflow rock, except for local soft spots, can only be penetrated to a depth of a few inches with a standard light weight backhoe or similar equipment unless extreme effort is used. Heavy equipment, such as a Caterpillar D9 or D10 equipped with a single tooth ripper or a heavy duty excavator equipped with a rock ripping tooth, have been found to be capable of excavating the mudflow rock. Foundation or utility trench excavation may require use of heavy ripping equipment or use of a Vermeer machine. RECOMINMNDATIONS EARTHWORK General site clearance for roadways and building pads should include the removal of surface vegetation, unwanted trees and associated root systems, existing slabs and foundations, unwanted fences, septic tanks, leach lines, rubble, rubbish, and any other construction or debris. Any underground pipes within two feet (2') of original or final grade (whichever is lower) should be removed. Deep excavations required for the removal of the above items should be sloped back to a dish -shaped configuration allowing through passage of compaction equipment. Any deep excavations should be restored to grade with engineered fill placed and compacted in accordance with the recommendations of this report. Areas designated to receive engineered fill should be scarified to a depth of eight inches, brought to a uniform over -optimum moisture content, and recompacted in place to at least 90 percent of the maximum dry density determined by ASTM D1557-91 test procedure. Engineered fill should be placed in lifts not exceeding six inches in compacted thickness, brought to a uniform over -optimum moisture content, and compacted to at least 90 percent relative compaction. Building pad fills greater than two feet deep should be compacted to at least 95 percent of the maximum dry density determined by the ASTM D1557-91 test procedure. For earthwork purposes building pads are defined as extending five feet outside of building wall lines. All other fills should be compacted to at least 90 percent of the ASTM D1557-91 maximum dry density, except as described below. Where the slope of the original ground exceeds one vertical on four horizontal, a key should be constructed at the base of the fill. The key should consist of a trench excavated to a depth of at least two feet into firm, undisturbed soils. The key trench should be at least eight feet wide. Where the slope of the original ground exceeds one on six, benches should be cut into the original slope as the filling operation proceeds. Each bench should consist of a level surface excavated at least six feet horizontally into firm soils. The rise between successive benches should not exceed 18 inches. On-site soils are suitable for use as engineered fill, however, rock fragments exceeding six inches in maximum dimension should not be used within the upper two feet of building pad fills. Rock fragments greater than six inches may be used in deeper fills provided the materials are thoroughly mixed to generate uniform and prevent occurrence of voids. Fill materials should not contain significant vegetable matter, rubble, rubbish, or other undesirable substances. Proposed import materials should be tested and approved by this firm -prior to importation to the site. The upper eight inches of all pavement subgrades should be compacted to at least 95 percent of the ASTM D1557-91 maximum dry density regardless of whether the final grade is achieved by cutting, filling, or left at existing grade. Permanent excavation and embankment slopes in soil materials should not exceed an inclination of one vertical on two horizontal. A representative of this firm should be present during grading to test and observe earthwork construction. Foundations should extend to a minimum depth of 18 inches below the building pad or lowest surrounding finished grade level, whichever is lower. All foundations should have a minimum width of 12 inches. This minimum width is expected to control sizing of house foundations. Foundations for specially designed homes as well as sound walls/fences may be sized for maximum allowable bearing pressures of 1800 pounds per square foot for dead load, 2700 pounds per square foot for dead plus live load, or 3600 pounds per square foot total load, including the effect of seismic and wind forces. The weight of foundation concrete below grade may be disregarded in sizing computations. Foundation excavations should not be allowed to remain open for extended periods prior to concrete placement and should be clean and free of all loose and/or soft materials when concrete is placed. The bearing materials should be in a firm, moist condition. We anticipate that foundation trenches can be cut vertically with only minor sloughing oftrench sidewalls. Foundation excavations should be observed by our representative prior to concrete placement. Resistance to lateral forces may be computed using either friction or passive pressure, but not both, except as recommended below. A coefficient of friction of 0.30 may be utilized for design. Passive earth pressure may be considered equivalent to a fluid weighing 250 pounds per cubic foot. A combination of both friction and passive pressure may be utilized provide the larger mode of resistance is reduced by 50 percent. The recommended passive pressure and friction coefficient values have been modified by appropriate factors of safety and may be applied directly in design calculations. SLABS ON GRADE Living area floor slabs should be underlain by a minimum 4 -inch -thick blanket of free draining granular material to serve as a capillary moisture break. The gravel should be graded such that 100 percent passes a one inch sieve and none passes a No. 4 sieve. The gravel should be overlain by a plastic membrane. The membrane should be covered with one- to two -inches of clean. S ? Living area and garage slabs should be reinforced with 6 "x6 "/No. 10/ 10 welded wire m, or No. 3 bars spaced on 18 -inch centers in each direction, or equivalent reinforcement. The reinforcement should be chaired at or above the mid -depth of the slab. There has been increased concern and complaints regarding slab moisture in the last few years. These slab performance problems can generally be attributed to a change to moisture sensitive floor adhesives and accelerated construction practices that do not allow the slab to dry prior to floor installation. Impervious floor coverings installed using water-based floor adhesives may blister, discolor, and debond due to moisture vapor condensation beneath the coverings. Care must be taken to ensure that the sub - slab gravel is placed to the minimum depth and that the vapor membrane is continuous beneath the entire extent of the slab. The membrane should overlap at least 12 inches and should be cut tight and taped with 10 -mil polyethylene tape around all utility stands, penetrations and any punctures or tears. ELEVATED WOOD FLOORS Elevated wood floors may be supported upon isolated spread foundations achieving a minimum penetration of 18 inches below the building.pad surface. Floor foundations should be at least ten inches square, or 12 inches in diameter. EROSION CONTROL The near surface soils are susceptible to erosion. All permanent slopes that are not in rock should be vegetated or otherwise protected from erosion. Concentrated surface runoff should not be allowed to flow over the slope faces. All slopes exceeding an inclination of one on four should have positive surface gradients at the crown directing drainage away from the slopes. Roof drainage or any other drainage should not be discharged onto fill embankments or unpaved areas on the uphill side of the homes. - Splash blocks/rocks should be provided at the discharge end of pipes to disperse flows. RETAINING WALLS Retaining walls which are free to yield and which support level backfill should be capable of resisting an active earth pressure equivalent to that exerted by a fluid weighing 40 pounds per cubic foot (pcf). The active earth pressure for backfills sloping at a configuration of one on two may be taken as equivalent to a fluid weighing 60 pcf. Exterior walls which are free to yield should be drained to relieve potential hydrostatic pressure. Drainage of exterior walls may be accomplished by the use of weep holes. Weep holes should be at least three inches in diameter and spaced no further apart than six feet center to center. Weep holes should be placed no higher than 12 inches above the lower grade level. A filter medium should be installed at the rear of each weep hole opening. The filter may consist of either geotextile filter fabric, or one cubic foot of permeable materials conforming to the gradation of Table 1 and tied in a burlap sack. Retaining walls which are restrained against movement should be designed for an at -rest earth pressure equivalent to that exerted by a fluid weighing 55 pcf in the case of level backfill, and 70 .pcf for backfill sloping at a configuration of one, on two. Retaining wall foundations may be designed in accordance with the foundation recommendations presented in this report. The collector pipes should be at least three inches in diameter and should consist of Schedule 40 or heavier PVC. The collector pipe should be slotted with slots no wider than 1/8 inch. The pipe should be sloped at a gradient of at least .002 to free gravity drainage. The collector pipe should be surrounded by at least six inches of gravel, except along the wall side of the pipe. The gravel should conform to the gradation in Table 1. Wall drainage products, if used, should wrap around the gravel and pipe such that no contact between the surrounding soil and the gravel occurs. The collector pipe should be placed a minimum of 12 inches below any adjacent finished floor level. Wall backfill should consist only of non clay soils with a plasticity index of less than 12. Native expansive clays are not acceptable for use as wall backfill. Backfill should be placed in level lifts not exceeding 12 inches in compacted thickness. Each lift should be compacted at a uniform near optimum moisture content to at least 90 percent of the ASTM D1557-91 maximum dry density. PAVEMENTS Pavement sections have been developed on the basis of a resistance value test performed on a bulk sample of the existing near surface soils. The results of this test are presented on Plate 20, Resistance Value Data. The Caltrans Design Method for Flexible Pavements was used in our analysis together with assumed traffic indices which can be related to anticipated pavement loads, usage, and design life. It is common practice to use an assumed useful pavement life of 20 years. We understand that the roadway structural section will consist of two inches of asphalt concrete over eight inches of aggregate base. Based on the resistance value data of the anticipated pavement subgrades this structural section back calculates to a traffic index of 4.0. LEkUTATIONS This report necessarily assumes uniform variation of soils between test pits. Our recommendations are based upon this assumed uniformity and the information provided regarding the proposed construction. If unusual conditions are encountered during construction, the contractor or his representative should notify this firm immediately so that alternate written recommendations can be made.
