Dear Property Owner:
An application for a building permit has been submitted in your name listing yourself as the builder of the property
improvements specified.
For your protection you should be aware that as "owner -builder" you are the responsible party of record on such a
permit. Building permits are not required to be signed by property owners unless they are personally performing their own
work. If your work is being performed by someone other than yourself, you may protect yourself from possible liability if
that person applies for the proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and to have a business license
from the city or county. They are also required by law to put their license number on all permits for which they apply.
If you plan to do your own work, with the exception of various trades that your plan to subcontract, you should be
aware of the following information for your benefit and protection:
o If you employ or otherwise engage any persons other than your immediate family, and the work (including materials
and other costs) is $200 or more for the entire project and such persons are not licensed as contractors or
subcontractors, then you may be an employer.
o If you are an employer, you must register with the state and federal government as an employer and you are subject
to several obligations including state and federal income tax withholding, federal social security taxes, workers'
compensation insurance, disability insurance costs, and unemployment compensation contributions.
o There may be financial risks for you if you do„ not carry out these obligations, and these risks are especially serious
with respect to workers' compensation insurance.
o For more specific information about your obligations under federal law, contact the Internal Revenue Service (and,
if you wish, the U.S. Small Business Administration). For more specific information about your obligations under

If the structure is intended for sale, property owners who are not licensed contractors are allowed to perform their
work personally or through their own employees, without a licensed contractor or subcontractor, only under limited

A frequent practice of unlicensed persons professing to be contractor is to secure an "owner -builder" building
permit, erroneously implying that the property owner is providing his or her own labor and material personally. Building
permits are not required to be signed by property owners unless they are performing their own work personally.

Thank you for submitting the plans for your building project. The plans have been reviewed and
comments are listed below. Please respond in writing to each item by letter or by completing
and returning a Plan Review Response Form. Your complete and clear response will expedite
the re -check and approval of this project.
PLAN REVIEW COMMENTS:
1. The 4', 6', 8, and 10' retaining walls calculated on pages R2 — R13 of the structural
calculations indicate that the retaining walls are unstable in sliding. Also, axial loads were
not accounted for in the design of most of the retaining walls that will be used to support the
dwelling. Please verify that the retaining walls are adequate to resist sliding and bearing.
2. There is not enough wall length to accommodate the 10.5' type 5 shear wall specified along
the first floor wall line 2 due to the pocket door between the master bedroom and the master
bath. Please revise. Also, the structural calculations call for 1.5' wide HF9x18 panels along
this wall line, but the plans show type 5 shear walls and HFP9 posts. Please clarify and key
the Hardy Frame details to the plans where they apply to this location.
3. Please reference the appropriate detail on sheet S2.4 regarding the CMSTC 16 straps. Sheet
S2.4 references detail "-/S6.1". Are these floor -to -floor straps as shown on detail 11/S6.1?
If so, please revise the detail to indicate the correct strap type.
4. Please clarify purpose of the PHD2 holdowns specified on each side of the master bedroom
french doors. These holdowns do not align with the shear walls above.
5. Please key shear transfer details to the plans.
6. Sheet A2.2 indicates that there will be a "crawl space beneath garage". The foundation plan
and Section F -F on sheet A3.4 indicate a concrete slab on fill. Please clarify.

The following responses are in regards to the plan check comments made on September 6,
2006 by Philo Hunt, Plan Check Engineer.
Structural Comments:
1. The retaining walls on pages R1 -R13 specify slab to resist all sliding, therefore are sliding is
neglected in the calculations. The appropriate axial loads were added to all retaining walls
and new calculations are provided. The retaining wall schedules on Sheet S3.2 did not
change.
2. Shear wall along first floor wall line 2 was shortened to account for the pocket door.
Shear Wall and Foundation Plans were adjusted accordingly. The HF9x18 Hardy Frame
panels are located on the second floor as shown on detail 7/S3.2. The detail shows first
and second floor framing, therefore is called out on Foundation and Floor Framing Plans.
The panels are also given a shear wall ID of 9 on the Second Floor Shear Plan and schedule
14/S6.1.
3. CMSTC 16 straps reference detail 1 /S6.2.
4. The shear walls above the master bedroom overturn on the headers below. They are
strapped to the header as in 1 /S6.2 and the headers are then strapped to the posts at the
ends as in 2/S6.2. The PHD2 holdowns in turn anchor these posts to the foundation.
5. Shear transfer details were added to the Foundation Plan.
6. The garage will be a concrete slab on fill as in the sections on Sheet A-3.4 and the
Foundation Plan on Sheet S2.1. The owner will note this on Sheet A2.2.
