For your protection, you should be aware that as "owner -builder" you are the responsible party of record on such a permit. Building permits are not required to be signed by property owners unless they are personally performing their own work. If your work is being performed by someone other than yourself, you may protect yourself from possible liability if that person applies for the proper permit in his or her name. Contractors are required by law to be licensed and bonded by the State of California and to have a business license from the city or county. They are also required by law to put their license number on all permits for which they apply. If the structure is intended for sale, property owners who are not licensed contractors are allowed to perform their work personally or through their own employees, without a licensed contractor or subcontractor, only under limited conditions. The deck pier is located within the minimum setback of 5' from the septic tank. The edge of the deck pier footing is 18" from the edge of the septic tank. Based on the 2001 California Building Code, the concrete piers must be designed to support a maximum total gravity load of 1250 pounds. Under maximum deck loading, the vertical soil bearing pressure next to the septic tank is 78 psf. The allowable bearing pressure per the County is 1500 psf. The 78 psf is very light and will not have a significant effect on the walls of the septic tank. Based on my calculations and site observation, I feel that the existing deck piers are okay without modification. In my opinion the deck piers will not have a negative impact on the structural integrity of the septic tank, and the septic tank will not have a negative impact on the structural integrity of the deck.
