THE PROPOSED McNAIR PROPER'T'Y SUBDIVISION

INTRODUCTION
Landowner Michael McNair of Chico, California has proposed the sub=
division of approximately 20 acres of orchard lands in northwestern Chico
into four parcels of slightly over five acres each. Under provisions of
the California Environmental Quality Act of 1970, the proposed undertaking
must be preceded by an environmental impact review including a cultural
resources records search and on -foot reconnaissance of the subdivision
parcel. Acting on behalf of the ownir, D. R. Roper, Civil Engineer of Chico,
California contracted with Professional Archaeological Services (PAS) of
Paradise, California to undertake the records search and archaeological
reconnaissance of the property and to prepare a report of the findings of
the study..
PROJECT CONTEXT'
The property in question is located in northwestern Chico, Butte
County, California at an elevation of 160' above sea level. Situated in
the north -central Sacramento Valley, the property rests on colluvial sed
iments deposited by the Sacramento River. Prior to flood control measures
undertaken over the past century, the land constituted a portion of the ,
floodplain for the river.
At the offset of the Historic period (ca 1850), tqe area was occupied
by the Maidu Indians who are thought to have arrived by shout A,b. 500,
Earlier occupations of the region are evident, perhaps beginning, as early
as 2000 B.C. It has yet to be determined whether these early occupations
were by ancestral Maidu or unrelated cultural groups,
RECORDS SEARCH
Prior to undertaking an on -foot tecontiaissarice of the property, a
records search aas conducted to determine the presence or absence off" :,ny
previously recorded historic or prehistoric cultural resources ori the Vat -

California Archaeological Inventory, Northeast Regional Znformatiati v lcutl,
Cal: f�ornia State University, Chico, Results of the records search were
negative,
F'IgLD RECONNAISSANCE
Methods. A complete on -foot archaeological reconnaissance was con-
ducted on February 1, 1984 by PAS archaeologist Neal Neuenschwander. The:
entire parcel was subjected to an intensive examination of the ground Sur-
face, and was transversed by transects spaced no more than five meters
apart:
Results. The parcel consists of approximately 20 acres located at the
terminus of Bay Avenue, about three miles northwest of central Chico-. It
is clearly marked with orange slagging, and is situated, at an elevation of
about: 160' above sea 'level in the northwest ' of the northwest � of the
northeast � of Section 17, Township 21N, Mange 1N of the Mount Diablo base
meridian (see reap 1 Project Vicinity). The property is recorded at the
Butte County Records "Office under Parcels 2 & 3, Hook 92, Page 7. The
entire 20 acres is presently planted with five year old orchard trees with
the exception of a 601 wide flood control easement along the northern ma—
gins of the parcel (see Map 2i Parcel Map),
Results of the on -foot reconnaissance were negative.; no historic or
prehistoric cultural resources were observed,
