DISCUSSION OF ENVIRONMENTAL VALUATION Thisproject is a tentative parcelmEq'P creat agg four parcels on., a• 17 ± acre property (AP // 42-07-34) and a subsequent rezoning of the northern eight acres (proposed parcelo l and 2) from R -La and A- 2 to PAC, Planned Area Cluster. The property is located on the southeastern corner of East Avenue and Alamo Avenue. Proposed parcels 3 and 4 (2.0 and 6.0 acres respectively) are proposed for single-family resi- r detiti a1 and agricultural uses (parcel 4 has an eXa.stibg residence). ' Proposed parcels 1 and 2 (3.8 and 4.2 acres respectivel;r) will tUbse- ruent'ly be developed to 48 cluster residences. in a Planned Area Cluster " Subdivision development at 'l density of 6 DU per acre. The property consists of almost level, vex'r deep, well-drained alluvial Vina fine so.dy loam. soil aditacent to the Lindo Channel (Alamo Avenue' a narrow rural road, separates the channel. from the property). There is no significant potential for erosion. bh, this site. The pro)erty lies below tl.,: high water elevation of 0 Linda Channel., but; aboi`e the channel bed. Drainage of run off from the sike will be piped into Undo Channel;: by gravity flow during the majority of ruzoff periods cai.. by a PuwOP ;discharge system, dux,i.ng, periods of high water Flow. Sewage disposal will be via on-site septic tank A leash, field filtration .systems. The soil is a uniform fine sandy loam at least 1.2,-15 fee's deep(perhaps deeper) with percolation nates between 2 and 8 mi:,nut0s per inch (based of soil, tests con(l;.rcted on properties in the area for previous de'velr.ptents - orthwood Commons PAC and Pebblewood Pines PAC). The soil is a suitable medium for urban develop- ment sewage disposal because of the excellent drainage and percolation characteristics, trio consi.dorable sail depth., and the ease of manipula- tion. :bomest°ic wa.te~r Will be provided by California Water Service Company which }las main, water lines in the area. The site currently is orchard with one single. -family residence (being a portion of the area -wide orchard lands that have been designated by, the General Plan for urban use and 'recont`l,y have been developing as such). DXSCUSS,ION OF ENVIR0VMENTAL EVALUATION This project proposes to create two residential lots, a .73 acre parcel,, and a .66 acre parcel, from an existing 1.39 acre parcel. The'property fronts Xennddy Avenue on; its northern boundary, and State 'Highway 32. along its south-western boundary, and lies slightly north of the Bast Avenue - Highway 34 intersection, in west Chico. i A single-family residence is currently located on this relatively flat: property. The surrounding region is typifiect by residential, orchard, ,and commercial -business 'uses. !13 2o, this general area has 'been classi- fied. as a transitional zone. Overall, this project has moderate potential for further land divisions and subsequent development, assuming that sewage and drainage facilities are adegtj, ate. 3(h): The project is located within an area of 4eavy groundwater With- drawal and potential subsidence. Th, concehtra.tion of private wells may aggravate this situation. Also, the liquefaction potential for the area is designated to be generally moderato. 6(b)s The Southern Pacific Railroad) which passes on the north-eastern side of the subject property, will create i.ntermitteut increases in noise levels. No,lse generated from this source will range bei:weeh 7046 decibels (dB) on parcel #1, and between 64-70 dB on parcel #2. Normally acceptable noise levelsfor residential areas fall within 50-60 O.B. Train speed© are approximately 25 mph hear this site. State Highway 32 passing along the south. -western side of the subject proporty, will also contribute to n(i.se levels on a more or less continual basis, particularly on parcel. #2 %,here noise levels have been estimated withih the 60-65 dB range. Building design/orientation and landscaping measur+s cah help to attenuate these noise impacts, 7: Light and glare generated fron the traffic along highway 32 may adversely* effect potential residents ,tri paw del //2, though the orientation of the house to the road and landscaping fta.tures could be designed to mitigate this impact. 13(c) . An 'Micioaahment p,6kmit will need to tie obtained from; Caltrahs .or a driveway Troia Highway 32 to parcel #2. 13(f)!
