At the regular meeting of the Butte County Board of Supervisors held
February 28, 1989, the Board detCied your appeal of conditions Nos. 1, 4,
and 9, deleted conditions Nos. 4 and 8, revised conditions No. 1 and made
an addition to condition No. 17. (new No. 15)
Thechanges are as fellows

place the following note on the Final Map Prior to the issuance of
development permits oft parcels 1, 2 or 31 the following Urban improvements
must be accomplished:
a) Frontage on East Avenue and Hwy 32 shall be constructed to
RS -2-A 4 -lane standL-xa with vertical curb, gutter, sidewalk
and required street section for parcels 1, 2 and 3.
b) Frontage on Kennedy Avenue shall be constructed to RS -2--A
2 -lane standard with vertical curb, gutter and sidewalk for
Parcel 5.
c) A permanent solution fox` storm drainage shall be constructed

1 through 7 Environmental Health conditions 8 through 11, Planning
conditions 12 through 18 and Mitigation Measure No. 19, as noted on
attached sheets.
When the conditions of approval are complied with, it will be in order for
you to file the "final map" with the Butte County Department of Public
Works for recordation within twenty-four (24) months of the cute of
approval by the Board of Supervisors.

SUSJECTi Report on Tentative Parcel 'Map of Laffins Inves Lors on AP# 42-08-59,
DAM December 29, 1988
This is a proposal to divide 2 acres -o create 3 parcels of
.57, .62, and .82 acres each. The present zoning is C-2
(General. Commercial). The Chico Urban Area Land Use Plan,
an Element of the Butte County General Plan designates this
area as commercial. The safety element indicates that this
project is in an Unclassified Fire -Hazard Area.
As conditioned, the proposal does not conflict with County
zoning nor any adopted or proposed element of the Butte
county General. Plan, nor any county; specific or community
plan
Preparation of the initial study preceded adoption of the
traffic impact fees. Future development on this property will
be subject to this payment of traffic fees, a portion of which
will be utilized to install a traffic signal at Highway 32 and
East Avenue. Therefore, it will not be necessary for the applicant
to contribute a pro --rata share towards the improvement of La:tiF.
intersection. The remaining ccnditions addressed in the initial
study, and included in. the motion of approval bring the map into
compliance with county_ zoning, and the Butte County General Plan.;
As conditioned, the map complies with the zoning, Butte County
General. Plan, and the Chico Urban Area Land Use Plan.
This application is one on which a negative declaration
regarding Environmental Impact has been recommended. The
applicant has been unable to cc.;,r.jl.y with Health. Department
and S'ubdivis oii Ordinance requirementsi The government code
establishes a sir. t' -mc l rOtne, from the date the
application 1s deemed complete, in which to act on the
Tentative Parcel Map. The time frame provided expires Janizary
