At the meeting of the City Council held October 19,
1971, representatives of Vistec'j inc., and Dr. Wm. 1.
Shultz, appeared before the City Coercil Lo discuss
their desire to connect to the City of Chico sewage
disposal system. As part or the discussion., the co.unci .
had an opportunity to review the use permits and condi-
tions thereto approved by the Board of supervisors.
The condition that was :of parti..cular importance to the
Council concerned the requirement that the developments
proposed by Vistecand Shultz be connected to a
'I community sewer systema'-,
it became apparent throughout the discussion that
there was a difference of opinion concerning the Board's
definition of -a community sewer .system..
In order to assist the City Council inworking
with the developers, it would be; appyfated if the
Board would provide- the City with their understanding
of what, was meant by a "'community seiner system" . Your
assistance in this matter -will greatly clarify future
discus:sioxis with the above �itenti oned developers.

disposal discharge requirements for their planned building developments.
Both parties have applied to the Regional Water quality Control Board--Vai-stec
proposing an aeration: unit and Shultz proposing a large septic tank systema
Mr. Toussaint stated that Vistec meets all of the requirements except
for the formation of a county service area to act as the public agency to Handle
the setter system. Recalling previous Board policy, Mr. Blackstock stated
that the Board requirement for a community sewer system expressly precludes
septic tanks as a means of disposing of sewage. Consequently, the system
as proposed by Dr. Shultz does net meet Board requirements.
Mr. Blackstock explained the method of forming a county service area
to. representatives of-11stec Developments.
