Department of Forestry: OThe Fire Department does not allow above
ground. storage of gasoline in single wall -banks, There are approved
above ground tanks that are encased in cement."
City of Chico: "If the proposed tank is a Convault, it is just about
as safe as you can find in an aboveground container for storing
flammable liquids. However, if this tank Were to be installed in the'
city of Chico, they would be required to provide an additional 10% of
secondary containment, as the tank does not meet City of Chico
requirements of providing secondary containment of 11096.11
ANALYSIS:
This is a use permit application to allow the above ground storage of
5oo gallons of gasoline. The applicanto California water serviceo
has a water pumping station and� an existing 150 gallon underground
gas tank on site. The proposed 500 gallon tank will replace the
existing tank. The gasoline is used to run a generator during power
outages to insure uninterrupted Water service.
The tank will be located near the center of the parcel approximately
100 feet from all property lines. The parcol is located in a rural
residential neighborhood and there are homes within 200 feet of ths
proposed location.
it has been the.policy of the Butte county Fire department to require
all new storage of flammable materials:to be undergroundi Storage of
inflammiables above ground increases the risks of fire and accidental
explosions. In addition, there is ahl,aher risk of accidental spills
and contamination of the environment with above ground storage
facilities, , The Butte County Fire Department, therefore, recommends
that underground fuel storage tanks be installed rather than,above
ground tanks,. Below ground storage has to meet the requirements of
the California Health and Safety Code Title 23 administered by, the
Butte County , Environmental Health Departmeh-bi Double containment of
tanks and a monitoring system are two of the principle requirements
of the legisl6tion:., The permit and monitoring costs has prompted
Many companies to apply for the above ground storage in recent
months. It should be noted that the, Planning Commission heard an
application to allow above ground storage of inflammables on a parcel,
zoned M-2 south of Chico in, October of 1988 and, the use permit wag
approved conditional to the tahks,being placed underground.
